Tender Quality Score

This tender for public conveniences refurbishment and new build is generally well-structured, with clear objectives and a defined scope. However, it lacks specific details on evaluation criteria and sustainability aspects, and the submission deadline might be tight.

Score Breakdown

Legal Compliance75/100

The tender adheres to basic legal requirements by specifying a clear procedure (open competition below threshold), providing a CPV code, and indicating no disputes. Deadlines are provided, though the submission deadline could be considered short given the complexity implied by the description. The absence of a 'reveal date' is a minor omission.

Submission deadline may be too short relative to the task complexity.
Clarity80/100

The description of the project is clear, outlining the scope of refurbishment and new build, including specific requirements for accessible facilities and site management. The requirements for technical capability are also reasonably well-defined. However, the absence of specified evaluation criteria in the main notice reduces overall clarity.

No evaluation criteria specified in the main notice.
Completeness70/100

Most basic information is present, including title, organization, estimated value, contract duration, and start date. Procurement documents are stated to be attached. However, the lack of content for the attached documents and the missing 'reveal date' detract from completeness.

No document content available.
Missing reveal date.
Fairness85/100

The tender is an open competition, promoting fairness. The estimated value is disclosed, and the process relies on formal quotations with evaluation based on criteria within the ITT document. There are no apparent requirements tailored to specific companies, suggesting a good level of fairness. The use of an e-procurement portal is positive.

Practicality65/100

The tender specifies e-submission via the Kent Business Portal, which is practical. The contract start date and duration are provided. However, information regarding financing is not explicitly detailed, and the reliance on external documents for full details can sometimes impact immediate practicality for bidders reviewing the initial notice.

Financing information not explicitly detailed.
Data Consistency90/100

Key fields such as title, organization, value, deadlines, and contract duration are populated. The dates provided (contract start and submission deadline) are logically ordered. There are no reported disputes or suspensions, indicating good data consistency.

Sustainability50/100

The tender does not explicitly mention any green procurement, social aspects, or innovation focus. It is not indicated as EU funded. This suggests a lack of emphasis on sustainability criteria.

Not green procurement.
No social criteria mentioned.

Strengths

Clear project description and scope.
Open competition procedure.
E-submission via a dedicated portal.
Disclosure of estimated value.

Concerns

Missing specific evaluation criteria in the main notice.
Lack of explicit sustainability considerations.
Potentially short submission deadline.
