Tender Quality Score

The overall quality of this tender is moderate, as critical documents and evaluation criteria are missing, which reduces transparency and fairness, despite a clear project description and strong social aspect.

Score Breakdown

Legal Compliance70/100

While the procedure type and CPV code are correct and no disputes are noted, the absence of specific mandatory exclusion grounds and evaluation criteria are significant gaps in legal compliance. The missing reveal date is a minor transparency issue.

No specific mandatory exclusion grounds are detailed
No evaluation criteria specified
Clarity60/100

The project description and basic requirements are clear. However, the explicit absence of evaluation criteria and the lack of detail regarding the 'Divided into Parts' characteristic significantly reduce the clarity for potential bidders.

No evaluation criteria specified
"Divided into Parts" lacks detailed explanation
Completeness50/100

Basic information, deadlines, value, and duration are present. However, the failure to download a critical document ("Lot L-2"), the explicit lack of evaluation criteria, and the absence of detailed mandatory exclusion grounds represent significant completeness deficiencies.

Document "Lot L-2" download failed
No evaluation criteria specified
Fairness40/100

The failed document access, the explicit absence of evaluation criteria, and the lack of e-submission are major concerns impacting the fairness and equal access for all potential bidders. Requirements appear generic, but the other issues are critical.

Document "Lot L-2" download failed
No evaluation criteria specified
Practicality55/100

The absence of electronic submission is a significant practical drawback for bidders. The failed document download also indicates practical issues with accessing tender materials. Contract start date and duration are clearly specified.

The core data fields are largely consistent and logical, with dates following a proper sequence. Minor omissions include the 'Liable Person' and 'Code' fields, but these do not impact overall data integrity significantly.

"Liable Person" field is empty
"Code" for Type/Procedure is empty
Sustainability65/100

The tender demonstrates a strong social sustainability aspect by focusing on affordable council homes for those on the housing waiting list. However, it lacks explicit criteria for green procurement or innovation, and is not EU funded.
