Tender Quality Score

This tender is fundamentally incomplete due to the complete absence of tender documents, making it impossible for potential suppliers to prepare a compliant bid. While the service description is clear, critical information regarding legal compliance, financial requirements, and evaluation criteria is missing.

Score Breakdown

Legal Compliance100/100

Significant legal compliance issues are evident due to the explicit absence of mandatory exclusion grounds and financial requirements, which are standard legal obligations in public procurement.

No explicit mandatory exclusion grounds mentioned
No explicit financial requirements (e.g., minimum turnover, specific insurance levels)
Clarity40/100

The general description of services is clear, but the specific requirements for eligibility, technical capability, and submission are vague and lack the necessary detail for bidders to understand what is truly expected. The CPV code is also misleading.

Vague eligibility and technical capability requirements
CPV code 'Generators' is too narrow and potentially misleading for general plant hire services
Completeness83/100

The tender is critically incomplete as no tender documents are attached or available, rendering it unworkable for potential suppliers. Essential information such as detailed specifications, terms and conditions, and comprehensive evaluation criteria is entirely missing.

No tender documents attached or available
Missing detailed specifications and terms and conditions
Fairness60/100

The absence of evaluation criteria and detailed requirements creates a significant risk to fairness and transparency, as bidders cannot understand how their submissions will be assessed. The restriction to a maximum of two suppliers may also limit competition.

Absence of explicit evaluation criteria compromises fairness and transparency
Maximum of two suppliers may unduly restrict competition for a 4-year framework
Practicality40/100

From a bidder's perspective, the tender is impractical to respond to due to the lack of any supporting documents or detailed requirements. From the contracting authority's perspective, the lack of financial and legal requirements poses significant risks.

Impractical for bidders to prepare a submission without tender documents
Lack of financial requirements poses a risk to the contracting authority regarding supplier solvency
Data Consistency100/100

There is an inconsistency between the broad description of 'plant hire' and the narrow CPV code 'Generators'. Otherwise, the limited data provided is internally consistent.

Inconsistency between broad service description and narrow CPV code ('Generators')
Sustainability0/100

No information regarding environmental, social, or innovation criteria is provided, indicating a missed opportunity to incorporate sustainability objectives into the procurement.

No explicit green procurement, social, or innovation criteria mentioned

Strengths

Clear description of the required plant hire services
Framework agreement structure with primary/secondary contractor mechanism is well-defined
Specific three-day turnaround period requirement for plant provision

Concerns

Complete absence of tender documents, making the tender unworkable
Missing mandatory exclusion grounds and explicit financial requirements (e.g., turnover, insurance)
Absence of explicit and detailed evaluation criteria
CPV code 'Generators' is inappropriate for general plant hire services
Restriction to a maximum of two suppliers for a 4-year framework

Recommendations

1. Immediately publish all necessary tender documents, including detailed specifications, terms and conditions, and comprehensive evaluation criteria.
2. Clearly define and include mandatory exclusion grounds and explicit financial requirements (e.g., minimum turnover, insurance levels).
3. Review and correct the CPV code to accurately reflect the broad scope of plant hire services required.
