Tender Quality Score

This tender outlines a highly ambitious and comprehensive service for eating disorder treatment, characterized by detailed clinical requirements and a long contract duration. However, the complete absence of tender documents and evaluation criteria critically undermines its quality, fairness, and practicality for potential bidders.

Score Breakdown

Legal Compliance100/100

The tender's legal compliance is severely compromised by the complete absence of published tender documents and evaluation criteria, which are fundamental requirements for a transparent and fair procurement process. The summary also lacks explicit mandatory exclusion grounds, directing bidders to the full ITT, which is not provided.

No tender documents attached or available
Missing evaluation criteria
Clarity40/100

The provided description clearly articulates the service scope, aims, and key clinical standards. However, the overall clarity for bidders is extremely low due to the lack of any accompanying tender documentation, making it impossible to understand detailed requirements or submission procedures.

Overall tender clarity is severely hampered by missing documents
Completeness83/100

The tender is fundamentally incomplete as no actual tender documents (e.g., Invitation to Tender, specifications, terms and conditions) are provided. Critical information such as evaluation criteria and specific location details are also missing.

No tender documents attached or available
Missing evaluation criteria
Fairness80/100

While an open procedure is generally fair, the absence of tender documents and evaluation criteria creates a highly unfair bidding environment, as providers cannot prepare informed or competitive proposals. The highly specific requirements, particularly the expectation to develop a 'Centre of Excellence' and engage in 'research activity', could potentially limit competition to a very narrow field of providers, raising concerns about potential tailoring.

No tender documents attached or available
Missing evaluation criteria
Practicality40/100

The tender is impractical for bidders to respond to given the complete lack of documentation. The service itself is highly complex and demanding, requiring a sophisticated provider capable of delivering integrated, evidence-based, and innovative care over a long contract period.

Impractical for bidders to respond due to missing documents
Data Consistency100/100

The information provided within the summary is internally consistent, with the description aligning with the extracted requirements.

Sustainability50/100

The tender explicitly mentions 'Social Criteria' and focuses on long-term quality improvement and system capability-building, which are positive aspects of service sustainability. However, the automated check indicates it is 'Not green procurement,' suggesting a missed opportunity for environmental sustainability considerations.

Lack of explicit environmental sustainability requirements

Strengths

Clear and comprehensive service description outlining detailed clinical standards and aims.
Emphasis on integrated, all-age, person-centred, and evidence-based care.
Long contract duration (84 months) offers stability for service delivery.
Significant estimated value (50M EUR) indicates a substantial commitment to the service.
Inclusion of 'Innovation Focus' and 'Social Criteria' as procurement characteristics.

Concerns

Complete absence of tender documents, making it impossible for bidders to prepare a submission.
Missing evaluation criteria, compromising transparency and fairness.
Highly specific requirements, such as developing a 'Centre of Excellence' and engaging in 'research activity', which may unduly restrict competition and suggest potential tailoring.
Lack of explicit detail regarding mandatory exclusion grounds in the summary.
Absence of specific location information for service delivery.

Recommendations

1. Immediately publish all complete tender documentation, including the full Invitation to Tender, detailed specifications, terms and conditions, and all annexes.
2. Clearly define and publish the evaluation criteria, including weighting and methodology, to ensure transparency and fairness for all bidders.
3. Review the 'Centre of Excellence' and 'research activity' requirements to ensure they are proportionate and do not unduly restrict competition, or provide clear guidance on how these will be assessed for all potential bidders.
