Tender Quality Score

This tender provides clear basic information and a detailed description of the required services but critically lacks all tender documents and explicit evaluation criteria, severely hindering transparency, fairness, and competition.

Score Breakdown

Legal Compliance100/100

The open procedure and disclosed estimated value are positive aspects. However, the absence of detailed mandatory exclusion grounds, selection criteria, and award criteria in the provided summary, coupled with the complete lack of tender documents, makes a full assessment of legal compliance impossible and raises significant concerns regarding adherence to procurement principles.

Clarity40/100

The basic information (title, reference, organization, description of services) is clear. However, the 'Extracted Requirements' are vague, particularly the technical capabilities, which are stated as mere 'ability to provide' without specifying how this ability should be demonstrated or evaluated. The absence of full tender documents severely impacts overall clarity.

Completeness83/100

This tender is critically incomplete due to the explicit statement 'DOCUMENTS (0 total)' and 'No document content available.' This means all essential details, including full technical specifications, detailed financial requirements, evaluation criteria, contract terms, and mandatory exclusion grounds, are missing from the provided information.

Fairness60/100

The fairness of the process is highly questionable. The absence of evaluation criteria makes it impossible for bidders to understand how their offers will be assessed, creating an uneven playing field. The broad and diverse scope of services (cleaning, waste, gazebos, ad hoc staff, gritting) bundled into a single contract for one company could unduly limit competition and potentially favor a specific provider capable of offering this exact, varied combination.

Practicality40/100

The requirement to register on an e-business portal is standard and practical. However, the broad range of services required might be practical for the contracting authority (one point of contact) but could be impractical for many potential bidders, as few companies specialize in all these diverse areas simultaneously.

Data Consistency100/100

The provided basic information is internally consistent. However, the lack of any attached documents means there is no further data to cross-reference for consistency checks.

Sustainability0/100

The tender explicitly lacks any specified green procurement, social, or innovation criteria, as indicated by the automated check results. This represents a missed opportunity to incorporate broader public policy objectives into the procurement process.

Strengths

Clear title, reference, and contracting organization.
Detailed description of the services required.
Open procedure and disclosed estimated contract value.
Use of an e-business portal for submission.

Concerns

Complete absence of tender documents, making detailed assessment impossible.
Missing explicit evaluation criteria, hindering transparency and fairness.
Vague technical capability requirements ('ability to provide') without specified demonstration methods.
Broad and diverse scope of services bundled into one contract, potentially limiting competition and raising concerns about tailoring.
Absence of sustainability, social, or innovation criteria.

Recommendations

1. Immediately publish all comprehensive tender documents, including detailed specifications, selection, and award criteria.
2. Clearly justify the bundling of such diverse services into a single contract to ensure fair competition.
3. Provide explicit and measurable technical requirements, outlining how bidders' capabilities will be assessed.
