Tender Quality Score

This tender for electrical works demonstrates good clarity in its scope and requirements but is significantly hampered by the critical absence of explicit evaluation criteria, impacting both fairness and completeness. Data consistency issues, particularly in document summaries, also warrant attention.

Score Breakdown

Legal Compliance80/100

The tender defines the procedure type (Open procedure) and correctly assigns the CPV code. There are no reported disputes or suspensions, and mandatory exclusion grounds are mentioned. While the reveal date is missing from the provided data, the submission period from today's date is reasonable, and no clear legal breaches are evident.

Clarity60/100

The description of the scope of work is clear and unambiguous, and the AI-extracted eligibility and technical requirements are well-documented and understandable. However, the critical absence of explicit evaluation criteria significantly reduces the clarity for potential bidders, making it difficult to understand how proposals will be assessed.

Missing explicit evaluation criteria.
Completeness65/100

Most basic information, including title, reference, organization, estimated value, and contract duration, is provided. Requirements are defined, and documents are available. However, the lack of specified evaluation criteria is a significant gap, impacting the overall completeness of the tender documentation.

Missing explicit evaluation criteria.
Fairness50/100

The tender benefits from disclosed value, e-procurement enablement, and generally generic requirements that do not appear tailored. However, the critical absence of explicit evaluation criteria severely undermines transparency and fairness, as bidders cannot objectively understand the basis for award decisions.

Missing explicit evaluation criteria, compromising transparency and objectivity.
Practicality65/100

Electronic submission is supported, and the contract duration is clearly specified. However, the contract start date is not explicitly known, and a direct document URL is not provided in the summary, which are minor practical omissions.

Contract start date not explicitly known.
Document URL not provided in the summary.
Data Consistency55/100

While key fields like title, reference, and organization are populated, some fields like 'Liable Person' and procedure codes are empty. A significant inconsistency is noted in the document summaries, where one document mistakenly refers to 'South Ribble Borough Council' instead of 'North Ayrshire Council'. The missing reveal date also contributes to data incompleteness.

Inconsistency in document summaries (referencing wrong council).
Empty fields for 'Liable Person' and procedure codes.
Sustainability25/100

The tender does not explicitly include any green procurement, social aspects, or innovation focus. There is no indication of EU funding, which often brings higher sustainability standards.

No explicit green procurement criteria.
No social aspects included.

Strengths

Clear description of the scope of work.
Well-defined eligibility and technical capability requirements, including flexible certification options.
E-Procurement enabled, promoting accessibility.
Value and contract duration are clearly specified.
No disputes or suspensions reported.

Concerns

Critical absence of explicit evaluation criteria, hindering transparency and fairness.
Significant data inconsistency in document summaries (e.g., mentioning wrong council).
Missing specific contract start date and liable person.
No integration of sustainability (green, social, innovation) aspects.
Financial requirements are mentioned but not detailed in the summary.

Recommendations

1. Immediately publish detailed evaluation criteria to ensure transparency and fair competition.
2. Review and correct all document summaries and metadata for consistency and accuracy.
3. Consider incorporating sustainability criteria (e.g., energy efficiency, waste management, social clauses) into future tenders.
