Original Tender Description

Engineering Construction Industry Training Board (ECITB) is the employer-led skills, standards and qualifications body for the development of the engineering construction workforce of Great Britain. An arms-length body of the UK Government, the ECITB reports to the Department for Education. Our vision is a trailblazing Engineering Construction Industry where critical infrastructure, energy security and net zero ambitions are achieved. The ECITB works with employers and training providers to attract, develop and qualify the engineering construction workforce in a wide range of craft, technical and professional disciplines. We invest about £28 million each year to support skills development within the industry. The ECITB is looking to procure a Supplier for a 3 year agreement (with two (2) optional one (1) year extensions), to develop and deliver the ECITB's ACTIVE Cup. The ACTIVE Cup is a project management competition for the engineering construction industry, originally designed with reinforcing the ACTIVE principles at its core. It is to be delivered as a face-to-face 'hive-style' four-day competitive learning event based on behavioural project management and collaboration for the Engineering Construction Industry (ECI). Delivery of the Pilot programme is due in September 2026 with first delivery in November 2026. The competition is to be delivered three times per year, once in late January, once in April and once in November, avoiding bank holidays, school holidays and peak industry periods, with each event running from Tuesday through to Friday. Two of these events are to be delivered in England and one in Scotland. This highly popular competition welcomes delegates from companies representing a range of sectors within the ECI. Full information can be found withing the Specification. *Please note: the draft ECITB Services Agreement (Contract) for this tender will follow next week* The ECITB does not have an e-procurement portal and all correspondence and submissions but be via its Procurement email address. ***To receive clarification responses, please register your interest in the opportunity by emailing procurement@ecitb.org.uk*** Thank you for your interest in this opportunity.

Tender Quality Score

This tender suffers from critical deficiencies due to the unavailability of essential documents and missing evaluation criteria, significantly impacting fairness and completeness. While the project description is clear, the procurement process itself has notable shortcomings.

Score Breakdown

Legal Compliance60/100

The 7-day submission deadline meets the minimum threshold but is borderline given the complexity. However, the critical issues are the unavailability of the Contract Template and Technical Specifications at the time of publication, with the contract noted to follow 'next week', which is non-compliant. The absence of an e-procurement portal for a tender of this value also raises compliance concerns with modern UK public procurement standards.

Critical tender documents (Contract Template, Technical Specifications) are unavailable.
Reliance on email for submissions instead of an e-procurement portal.
Clarity50/100

The general project description is clear, but the tender lacks detailed clarity due to the 'Page not found' error for the 'ACTIVE Cup Programme Specification' (Technical Specifications) and the explicit absence of evaluation criteria. Bidders cannot fully understand the detailed requirements or how their proposals will be judged.

Technical Specifications document is unavailable.
No evaluation criteria are specified.
Completeness40/100

The tender is critically incomplete. Key documents such as the Contract Template, Technical Specifications, and evaluation criteria are missing. The 'OCDS Record' also failed to download, indicating further data completeness issues.

Contract Template is unavailable.
Technical Specifications are unavailable.
Fairness30/100

Fairness is severely compromised by the lack of access to critical documents and the absence of evaluation criteria. The 7-day deadline is unreasonable for preparing a comprehensive bid when essential information is missing or delayed. The reliance on email for submissions also creates potential for unequal access and transparency issues.

Lack of full document access (missing Contract Template, Technical Specifications).
No evaluation criteria specified, leading to opaque assessment.
Practicality50/100

The explicit statement that the ECITB does not have an e-procurement portal and requires email submissions is a significant practical drawback. The unavailability of key documents further complicates the practical aspects of preparing and submitting a bid.

No e-procurement portal; submissions via email only.
Key tender documents are unavailable, hindering practical bid preparation.
Data Consistency70/100

There is a minor inconsistency in the estimated value's currency (EUR vs GBP) and the 'Value Classified: Yes' flag despite a disclosed value. The most significant inconsistency is the statement that the draft contract will follow 'next week' while the submission deadline is imminent, creating a timeline conflict.

Inconsistent currency for estimated value (EUR vs GBP).
Contradiction between 'Value Classified: Yes' and disclosed estimated value.
Sustainability30/100

The tender does not explicitly incorporate green procurement, social clauses beyond the core service, or innovation requirements for the delivery method. While the project itself has social benefits (skills development), the tender documentation does not reflect broader sustainability considerations.

No explicit green procurement criteria.
No explicit social criteria beyond the core service objective.

Strengths

Clear description of the project and its objectives.
Estimated value, duration, and contract start date are specified.
Appropriate CPV code and NUTS code provided.
Organization and reference number are clearly identified.

Concerns

Critical tender documents (Contract Template, Technical Specifications) are unavailable.
No evaluation criteria are specified, hindering transparency and fairness.
Lack of an e-procurement portal, relying solely on email submissions.
Tight submission deadline combined with missing documents makes bid preparation challenging.
Inconsistencies in data, particularly regarding document availability timeline.

Recommendations

1. Immediately publish all missing critical tender documents, including the Contract Template, Technical Specifications, and detailed evaluation criteria.
2. Consider extending the submission deadline to allow bidders sufficient time to prepare proposals once all documents are available.
3. Implement an e-procurement portal for future tenders to enhance transparency, fairness, and administrative efficiency.
