Tender Quality Score

This tender for catering services exhibits significant data inconsistencies and missing critical information, particularly regarding evaluation criteria and the tender's actual scope, which severely impacts its quality despite clear service descriptions.

Score Breakdown

Legal Compliance65/100

The tender suffers from a critical CPV/title mismatch (cleaning vs. catering) and lacks explicit evaluation criteria, which are fundamental for legal compliance. The missing reveal date prevents assessment of reasonable submission timeframes. While an open procedure, these omissions are significant.

Tender title ('Cleaning Tender') contradicts CPV code and description ('School catering services')
Missing evaluation criteria
Clarity60/100

The description of the catering services and AI-extracted requirements are clear. However, the major contradiction between the tender title and the actual service, coupled with the absence of evaluation criteria, creates significant ambiguity and reduces overall clarity.

Tender title ('Cleaning Tender') contradicts the actual service description and CPV code
Missing evaluation criteria
Completeness60/100

While basic information like title, reference, organization, deadlines, value, duration, and location are present, the tender is incomplete due to missing evaluation criteria and a liable person. Critically, one of the provided document summaries is entirely irrelevant, and the PSQ document is only referenced, not fully provided.

Missing evaluation criteria
Missing liable person
Fairness65/100

The absence of clearly defined evaluation criteria is a major concern for fairness and transparency. While e-procurement is enabled and requirements do not appear tailored, the inability to assess the reasonableness of the preparation period due to a missing reveal date further impacts fairness.

Missing evaluation criteria, impacting transparency and objectivity
Inability to assess reasonable preparation time due to missing reveal date
Practicality70/100

Electronic submission is clearly supported via the Delta eSourcing portal, and key dates are specified. However, the reliance on an external PSQ document for critical details, without its content being provided, and the inclusion of an irrelevant document summary, reduce the immediate practicality for bidders.

Critical PSQ document content is referenced but not provided in the snippet
Inclusion of an irrelevant document summary causes confusion
Data Consistency40/100

The tender exhibits severe data inconsistencies, including a contradictory tender title and CPV, conflicting statements on value classification, and opposing characteristics regarding contract division. The inclusion of an irrelevant document summary further highlights these issues.

Tender title ('Cleaning Tender') contradicts CPV code and description ('School catering services')
Contradictory 'Value Classified: Yes' alongside disclosed estimated value
Sustainability50/100

The tender does not explicitly mention any green procurement, social aspects, or innovation focus. This is a common omission but prevents the tender from achieving a higher score in modern procurement practices.

No explicit mention of green procurement criteria
No explicit mention of social aspects

Strengths

Clear description of the required catering and hospitality services
Electronic submission via Delta eSourcing portal is supported
Key financial and timeline details (estimated value, duration, start date) are provided
Specific school locations are listed, and requirements for service expansion are articulated
No disputes or suspensions reported

Concerns

Major inconsistency between tender title ('Cleaning Tender') and actual service (catering/CPV)
Missing evaluation criteria, significantly impacting fairness and legal compliance
Multiple contradictory statements within the tender information (e.g., value classification, contract division)
Inclusion of an irrelevant document summary in the tender documents
Absence of explicit sustainability, social, or innovation criteria

Recommendations

1. Immediately correct the tender title to accurately reflect the service (catering and hospitality).
2. Clearly define and publish comprehensive evaluation criteria to ensure transparency and fairness for all bidders.
3. Review and rectify all data inconsistencies, ensuring all provided documents and information are relevant and accurate.
