Tender Quality Score

This is a clear pre-market engagement notice for a significant digital payments framework, demonstrating good intent for future compliance and innovation. However, the lack of accessible consultation documents and electronic submission options significantly impedes effective market participation.

Score Breakdown

Legal Compliance85/100

The notice is compliant with the purpose of a pre-market engagement, referencing the new Procurement Act 2023 for the future framework. The consultation deadline is sufficiently long. While 'Type' and 'Procedure' are 'None', this is expected for a PME.

Clarity90/100

The description is clear and unambiguous, effectively outlining the purpose of the future framework and the scope of the market consultation. Requirements for participation in the consultation are well-defined and understandable.

Completeness60/100

Basic information such as title, organization, value, and timelines are provided. However, the critical absence of accessible consultation documents (e.g., RFI, detailed brief) significantly reduces the completeness for a market engagement notice.

No document content available for consultation.
Fairness65/100

The consultation period is reasonable, and participation requirements are generic, promoting broad engagement. However, the lack of accessible documents and the absence of an e-submission method for consultation input hinder fair and equal access for all potential participants.

No document content available for consultation.
No electronic submission method for consultation input.
Practicality60/100

The absence of electronic submission support and the lack of accessible consultation documents make it less practical for interested parties to engage effectively and submit their input.

No electronic submission method.
No document content available.
Data Consistency95/100

All key fields are populated or adequately explained (e.g., 'None' for procedure type in a PME). Dates are logical and consistent, with the consultation period preceding the contract start date.

Sustainability60/100

The notice explicitly highlights a strong focus on 'innovation' in digital payments and financial data. However, it lacks any mention of green procurement or social criteria, which are important aspects of comprehensive sustainability.

No explicit green procurement criteria.
No explicit social criteria.

Strengths

Clear purpose and scope for the future framework.
Explicit mention of compliance with new Procurement Act 2023 Regulations.
Strong focus on innovation in digital payments and financial data.
Generous timeline for market consultation.
High estimated value indicates a significant opportunity.

Concerns

Absence of accessible consultation documents.
No electronic submission method for consultation input.
Lack of explicit green or social procurement criteria.
The 'Type' and 'Procedure' fields are unpopulated, though explained by PME status.

Recommendations

1. Publish detailed consultation documents (e.g., RFI, draft scope) promptly to facilitate informed market engagement.
2. Implement an electronic platform for submitting consultation feedback to enhance practicality and fairness.
3. Consider integrating green and social procurement objectives into the framework design to align with broader sustainability goals.
