Tender Quality Score

This tender provides basic administrative details and a clear project scope but suffers from critical deficiencies in detailed requirements, evaluation criteria, and explicit legal compliance elements, significantly impacting clarity, completeness, and fairness.

Score Breakdown

Legal Compliance65/100

Basic procedural elements are present (Open procedure, CPV, reasonable deadline). However, the explicit absence of mandatory exclusion grounds and detailed eligibility/technical/financial requirements in the provided summary is a significant legal compliance risk, as these are fundamental for a legally sound tender process.

Missing explicit mandatory exclusion grounds
Lack of detailed eligibility, technical, and financial requirements
Clarity40/100

The overall project description is clear, but the AI-extracted requirements are either extremely vague or explicitly state that specific requirements are not provided. Crucially, evaluation criteria are missing, making it impossible for bidders to understand how to formulate a compliant and competitive offer.

Vague/missing eligibility, technical, and financial requirements
No evaluation criteria specified
Completeness50/100

Basic administrative information, timelines, and financial estimates are present. However, the tender is critically incomplete regarding substantive content, such as detailed specifications, comprehensive eligibility/technical/financial requirements, and evaluation criteria, which are essential for a full tender package.

Missing detailed eligibility, technical, and financial requirements
Missing evaluation criteria
Fairness45/100

E-procurement is enabled, and the estimated value is disclosed. However, the complete absence of specified evaluation criteria is a major fairness concern, as it prevents bidders from understanding the basis of award and introduces potential for arbitrary decisions. The lack of detailed requirements also hinders fair competition.

No evaluation criteria specified
Lack of detailed requirements
Practicality80/100

The tender clearly supports electronic submission via a provided link and specifies key dates like submission deadline and contract start. Duration is also clearly stated.

Data Consistency85/100

Most key fields are populated, and dates are logical and consistent. There are no reported disputes or suspensions. Minor omissions include the liable person and specific codes for type/procedure.

Missing liable person
Missing type/procedure codes
Sustainability20/100

There is no mention of green procurement, social aspects, or innovation focus within the provided tender information.

No sustainability criteria mentioned

Strengths

Electronic submission is mandatory and clearly guided with a link
Key administrative details (title, reference, organization, estimated value, deadlines, duration) are provided

Concerns

Critical lack of specified evaluation criteria
Absence of explicit mandatory exclusion grounds
Missing detailed eligibility, technical, and financial requirements
