Tender Quality Score

This is a well-structured market engagement notice for a significant concession, providing clear initial information to potential partners. While comprehensive for its current 'planning' status, it naturally lacks the full detail expected of a formal tender.

Score Breakdown

Legal Compliance75/100

As a market engagement notice in the 'planning' phase, the tender is largely compliant with pre-procurement practices. The CPV code is appropriate, and there are no reported disputes. However, the requirement for an NDA to access draft documents, while common, introduces a barrier to full transparency, and the procedure type is not yet defined.

Procedure type not defined (expected for market engagement, but noted)
NDA required for draft documents, limiting immediate public access
Clarity80/100

The purpose of the market engagement is clearly articulated, and the AI-extracted requirements are understandable and well-structured for a draft stage. However, the absence of specific evaluation criteria and detailed performance conditions means that full clarity on the eventual tender's assessment framework is still pending.

No evaluation criteria specified
Performance conditions not fully detailed
Completeness70/100

The notice provides all essential basic information, including title, organization, estimated value, and contract duration. Key documents are referenced, but the full draft specifications are not directly accessible without an NDA, and evaluation criteria are missing, which would be critical for a formal tender.

Full draft specifications not directly accessible without NDA
Evaluation criteria missing
Fairness85/100

The estimated value is transparently disclosed, and the AI-extracted requirements appear generic and not tailored to a specific company. However, the mandatory NDA for accessing draft documents could be a barrier for some, and the lack of specified evaluation criteria for the eventual tender reduces transparency regarding how bids will be objectively assessed. The 'no e-submission' flag is a concern for equal access in the future tender.

NDA required for document access
No evaluation criteria specified
Practicality65/100

Key practical details such as contract start date, duration, and estimated value are clearly provided. However, the process of requiring an NDA via a specific portal to access documents adds a step, and the reported lack of e-submission for the eventual tender could pose practical challenges for bidders.

No direct document URL, requires portal access and NDA
Reported lack of e-submission for future tender
Data Consistency90/100

The information provided is highly consistent, with logical dates and populated key fields. The 'planning' status aligns with the 'None' designation for type and procedure, indicating a coherent pre-procurement phase. No disputes or suspensions are reported.

Liable Person field is empty
Sustainability50/100

The tender explicitly focuses on 'sustainable solutions for EV charging' and supporting the 'transition to electric vehicles,' indicating a strong green procurement aspect. While it mentions supporting 'communities,' explicit social criteria or an innovation focus are not clearly defined beyond the inherent nature of EV infrastructure.

No explicit social criteria
No explicit innovation focus

Strengths

Clear description of market engagement purpose
Estimated value and contract duration clearly specified
Strong focus on green procurement (EV transition, sustainable solutions)
Requirements are generic and not tailored
High data consistency for provided information

Concerns

Key draft documents are behind an NDA, limiting immediate access
Absence of specific evaluation criteria for the eventual tender
Procedure type not yet defined (expected for market engagement, but noted)
Potential lack of e-submission for the future formal tender
Limited explicit social or innovation criteria

Recommendations

1. Ensure the eventual formal tender provides full, direct access to all documents without an NDA.
2. Develop and clearly publish objective evaluation criteria well in advance of the formal tender submission.
3. Implement a robust e-submission platform for the formal tender to ensure equal access and efficiency.
