Tender Quality Score

This tender outlines a highly complex and strategically important contract for end-to-end water and wastewater services across the MOD estate in England and Wales. However, the critical absence of full tender documents and evaluation criteria severely compromises its quality, transparency, and fairness.

Score Breakdown

Legal Compliance100/100

Significant concerns regarding legal compliance due to the explicit statement that 'No mandatory exclusion grounds are explicitly mentioned.' This is a fundamental omission. The lack of full tender documents and evaluation criteria also hinders compliance with transparency and equal treatment principles.

No mandatory exclusion grounds explicitly mentioned
Absence of full tender documents
Clarity40/100

The overall scope, objectives, and required service categories are clearly described. However, without the full tender documents, the specific technical and operational requirements, performance indicators, and contractual terms remain unclear.

Lack of detailed requirements without full tender documents
Completeness83/100

The tender notice is critically incomplete as it explicitly states 'No documents attached' and 'No document content available,' and 'Missing evaluation criteria.' The extracted requirements are also truncated, indicating incomplete information.

No documents attached
Missing evaluation criteria
Fairness60/100

The requirement for a 'single Managed Service Provider' for such a vast and complex scope, combined with the demand for 'all technical competencies' across the 'full spectrum' of services, could significantly restrict competition and potentially favor a very limited number of large, integrated providers. The absence of evaluation criteria makes it impossible to assess the fairness of the selection process.

Requirement for a single MSP may limit competition
Absence of evaluation criteria compromises fairness
Practicality40/100

The phased go-live approach is practical for managing the transition of such a large and dispersed estate. The 'competitive flexible procedure' is appropriate for a complex, high-value contract with an innovation focus. However, the sheer scale and breadth of services demand an exceptionally capable provider.

Data Consistency100/100

The provided information is largely consistent, with the description aligning with the extracted requirements. The NUTS code being N/A while the geographical scope is clearly defined is a minor inconsistency.

NUTS code N/A despite clear geographical scope
Sustainability25/100

Despite the 'Innovation Focus' characteristic, there is no explicit mention of green procurement or social criteria. This represents a missed opportunity to integrate sustainability objectives into a significant, long-term contract.

Absence of explicit green procurement or social criteria

Strengths

Clear overall scope and objectives
High estimated value and long contract duration indicate strategic importance
Phased go-live approach for complex implementation
"Competitive flexible procedure" suitable for innovation and complexity

Concerns

Critical absence of full tender documents and evaluation criteria
No explicit mention of mandatory exclusion grounds
Requirement for a "single MSP" and "full spectrum" capabilities may unduly restrict competition and potentially tailor the tender
Lack of explicit sustainability (green/social) criteria despite "Innovation Focus"

Recommendations

1. Immediately publish all comprehensive tender documents, including detailed specifications, terms, and evaluation criteria.
2. Clarify mandatory exclusion grounds in accordance with relevant procurement regulations.
3. Review the "single MSP" requirement to ensure it does not unduly restrict competition, potentially allowing for consortia or joint ventures.
