Tender Quality Score

This tender for creative services provides a clear description and uses an open procedure, but is significantly hampered by the absence of specified evaluation criteria and a potentially restrictive 'deep understanding' requirement.

Score Breakdown

Legal Compliance75/100

The tender defines an open procedure but lacks specific mandatory exclusion grounds and procedure codes. The assigned CPV code (Digital printing services) is too narrow for the broad scope of creative, design, brand, photography, and video services. There is also a contradiction where the value is disclosed but marked as 'Value Classified: Yes'.

Missing mandatory exclusion grounds
CPV code (79811000) is too narrow for the described services
Clarity80/100

The service description is clear and the AI-extracted requirements are understandable. However, the critical absence of specified evaluation criteria significantly impacts clarity regarding how bids will be assessed. The 'deep understanding' requirement is subjective and lacks clear assessment metrics.

No evaluation criteria specified
Subjective 'deep understanding' requirement lacks clear assessment metrics
Completeness70/100

Basic information, estimated value, and duration are provided. However, the full tender documents (e.g., ITT, detailed specifications) are not directly accessible, only a login page to a system. Crucially, mandatory exclusion grounds, financial requirements, and evaluation criteria are missing from the provided information.

Full tender documents (ITT, specifications) not directly provided/summarized
No evaluation criteria specified
Fairness85/100

The tender uses an open procedure, discloses the estimated value, and supports electronic submission, promoting equal access. However, the complete absence of evaluation criteria is a major fairness concern. The requirement for a 'deep understanding of Karbon Homes' organization, values and audiences' could potentially favor incumbents or those with prior knowledge, raising concerns about tailoring.

No evaluation criteria specified, hindering transparency and objectivity
Requirement for 'deep understanding' could potentially favor specific companies
Practicality65/100

Electronic submission via the Panacea system is supported, which is practical. The contract start date and duration are clearly specified. However, direct URLs to the bidding documents are not provided, only a login page, which is less practical. Detailed financing information beyond the estimated value is also absent.

No direct URLs to bidding documents, only a login page
Limited detailed financing information beyond estimated value
Data Consistency90/100

Most key fields are populated, and dates are logical. However, the 'Liable Person' field is empty, procedure codes are missing, and the 'Value Classified: Yes' flag contradicts the disclosed estimated value, indicating minor inconsistencies.

Missing 'Liable Person'
Missing procedure codes for 'Type' and 'Procedure'
Sustainability50/100

The tender does not explicitly mention any green procurement aspects, social criteria, or an innovation focus. This indicates a lack of integration of sustainability considerations into the procurement process.

No mention of green procurement aspects
No social criteria included

Strengths

Clear description of required services
Open procedure type for broad participation
Electronic submission supported
Estimated value and contract duration clearly specified
Documents available (via system login)

Concerns

Absence of specified evaluation criteria
Subjective 'deep understanding' requirement potentially limiting fairness
Missing mandatory exclusion grounds and specific financial requirements
Narrow CPV code for the broad scope of services
Lack of direct access to full tender documents

Recommendations

1. Clearly define and publish objective evaluation criteria to ensure transparency and fairness.
2. Broaden the CPV code to accurately reflect the full scope of creative, design, photography, and video services.
3. Provide direct links to all tender documents or ensure the access system is universally user-friendly and clearly documented.
