Original Tender Description

On 16th March 2026 the MHA+ will be hosting a 'Contractor Information Day' for Contractors who wish to find out information about the MHA+ and our proposed new Framework for lower value highways / infrastructure works. The MHA+ is a collaborative alliance of 35 local authorities (Members), providing access to highways & infrastructure focussed public sector Frameworks, alongside training, and themed working groups to its public sector members. The current MHA+ highways infrastructure Framework - the Medium Schemes Framework 4 (MSF4) consists of 4 'Tier 1' contractors, with projects typically >£10m and a focus on early contractor involvement and collaboration utilising NEC Option C (X22). This Framework is due to expire in July 2028, though there is the option to extend for two further years beyond this. In response to MHA+ Member requirements, the MHA+ is now exploring options to expand its Framework offerings through the establishment of a new Framework focussed on lower value/risk works (indicative range of £0-£5m), with a broader range of contract and commercial options, targeted at local/regional/Tier 2 main contractors. The intention is that this new Framework would sit alongside and complement the existing MSF4 Framework, either as a separate Framework, or separate Lots within a new Framework, providing Members with a full range of commercial solutions to meet their needs. The event on the 16th of March will provide interested parties with the opportunity to hear about the MHA+ as a whole and its plans for the new Framework, and provide feedback to help shape the future strategy. This is a hybrid in-person / Teams event. The event will be recorded via Teams for anyone unable to attend on the day. The event will be held in person on Monday 16th March at 10am, in the Guthlaxton Committee Room, Leicestershire County Council, County Hall, Glenfield, Leicester LE3 8RA. Alternatively, the Teams link will be provided once contractors have registered their interest. As we have limited spaces in the venue, contractors are only able to send ONE representative in person in the first instance - this may be reviewed depending on the number of contractors wishing to attend. In addition to the hybrid event, the MHA+ will be undertaking a written soft market testing exercise, seeking more detailed feedback from contractors.
