Original Tender Description

DESNZ is seeking to procure a supplier(s) to deliver a research programme to build the policy-relevant evidence base for adaptation action in the built environment to enable a building stock and built environment more resilient to future climate hazards. It will include research on: Adaptation metrics and indicators for the built environment Quantifying effectiveness of adaptation retrofits for buildings Identify opportunities to embed resilience in our built environment while we decarbonise. Mapping out adaptation pathways for the built environment. Understanding role of nature-based and urban planning solutions. Learning from international best practice to inform UK evidence and policy design. The programme will focus on building the required evidence base, translating existing evidence alongside new analysis and data collection and modelling to support adaptation action in the built environment. A knowledge transfer and integration work package will provide agile policy support, and facilitate co-development of outputs. The programme will require expertise on climate risk and adaptation in the built environment, and should take a multi-disciplinary approach to consider implications for energy, built environment, public health, and economic factors. Methods could include literature reviews, quantitative and qualitative data collection and analysis, field trial design and analysis, building simulation, spatial analysis, predictive scenario modelling, and knowledge integration and dissemination. DESNZ anticipates a consortium of suppliers will be needed to cover the breadth of skills required, which may include professional expertise in building services engineering, civil engineering architecture, surveying, planning, public health, economics, climate science, behavioural science, data science, and GIS. Outputs will likely include reports, data and models, interactive decision support tools, case studies, teach-ins, and on-call briefings and scientific support. Key outputs will be published on gov.uk. The research and outputs will be co-designed with policy focal points to ensure policy relevance and will have built-in flexibility to respond to emerging policy needs.

Tender Quality Score

This tender outlines a significant and well-defined research program focused on climate resilience in the built environment. However, the critical absence of full tender documents and detailed evaluation criteria severely limits a comprehensive quality assessment and raises concerns regarding transparency and fairness.

Score Breakdown

Legal Compliance100/100

The tender specifies an 'Open procedure', which is standard. However, the explicit statement that 'No specific mandatory exclusion grounds are detailed in the provided tender information' is a significant concern, as standard public procurement exclusion criteria should always be clearly referenced or detailed. The overall legal compliance cannot be fully assessed without the complete tender documentation.

Missing full tender documents, preventing a complete legal compliance check.
Lack of detailed mandatory exclusion grounds, which should be standard in any public procurement.
Clarity40/100

The description of the research program, its objectives, required expertise, and potential methodologies is commendably clear and well-articulated. This provides a strong understanding of the project's scope. However, the clarity of specific instructions, terms, and conditions for bidders cannot be assessed due to the absence of full tender documents.

Overall clarity of the tender process and specific requirements is compromised by the lack of full documentation.
Completeness83/100

This is the most significant weakness. The provided information is an extract, explicitly stating 'No documents attached, No document content available.' This means crucial elements such as full tender specifications, detailed evaluation criteria, contract terms, and comprehensive submission instructions are entirely missing, rendering the tender incomplete for bidders.

No full tender documents available.
Missing detailed evaluation criteria, which are essential for bidders.
Fairness60/100

The encouragement for consortia to cover the breadth of skills required is a positive step towards fostering broader participation. The extracted eligibility and technical requirements appear broad enough not to be overtly restrictive. However, without the full tender documents and explicit evaluation criteria, it is impossible to definitively assess if the actual requirements or scoring mechanisms might be tailored or unduly favour specific entities.

Potential for tailoring cannot be fully assessed without complete tender documents and evaluation criteria.
The extensive breadth of required expertise, while necessary for the project, might inherently limit the pool of single bidders, making consortia almost mandatory rather than merely encouraged.
Practicality40/100

The project's ambitious and multi-disciplinary nature is acknowledged, and the suggestion of forming a consortium is a practical approach to ensure the necessary breadth of expertise. The focus on 'agile policy support' and 'co-development of outputs' indicates a practical understanding of policy relevance and implementation.

Data Consistency100/100

The provided basic information, description, and extracted requirements are consistent with each other. There are no apparent contradictions within the available data.

Sustainability25/100

The core subject matter of the tender is inherently focused on environmental sustainability and climate resilience, which is a significant strength. The project aims to build evidence for adaptation action in the built environment, directly contributing to sustainability goals. However, the automated check flags 'Not green procurement' and 'No social criteria' for the *procurement process itself*, which cannot be verified or refuted without the full tender documents detailing supplier requirements.

Lack of information on green procurement and social criteria within the *procurement process* itself, as flagged by automated checks, which cannot be assessed without full documents.

Strengths

Clear and well-defined project objective and scope, focusing on a critical area of climate resilience.
Emphasis on innovation, multi-disciplinary approach, and policy relevance.
Explicit encouragement for consortia to ensure comprehensive expertise coverage.
Detailed outline of desired research areas, methodologies, and outputs.

Concerns

Critical absence of full tender documents, preventing a comprehensive assessment of legal compliance, fairness, and completeness.
Missing detailed evaluation criteria, which is a fundamental requirement for transparent and fair procurement.
Lack of specific mandatory exclusion grounds detailed in the provided information.
The extracted requirements are high-level capabilities rather than detailed, measurable specifications.

Recommendations

1. Immediately publish all full tender documents, including detailed specifications, terms and conditions, and submission guidelines, to ensure transparency and legal compliance.
2. Clearly define and publish comprehensive evaluation criteria with their respective weightings to provide clarity for bidders and ensure a fair assessment process.
3. Explicitly state or reference all mandatory exclusion grounds and detailed eligibility criteria to ensure legal certainty for all potential bidders.
