Tender Quality Score

This tender presents a clear vision for the new cemetery development, incorporating important sustainability and social considerations. However, significant deficiencies in the procurement process, such as the absence of evaluation criteria and lack of e-submission, severely impact its fairness and clarity for potential bidders.

Score Breakdown

Legal Compliance75/100

The procedure type and CPV code are clearly defined and appropriate. There are no reported disputes or suspensions. However, the AI summary indicates no explicit mandatory exclusion grounds, which are fundamental legal requirements, raising a moderate concern about full compliance or disclosure.

No explicit mandatory exclusion grounds stated in AI summary
Clarity60/100

The project description and AI-extracted technical requirements are very clear and unambiguous, outlining the council's objectives well. However, the critical absence of specified evaluation criteria is a major flaw, making it difficult for bidders to understand how their proposals will be judged.

No evaluation criteria specified
Completeness70/100

All basic information, including title, reference, organization, estimated value, duration, and location, is provided. However, the tender is incomplete due to the missing evaluation criteria and the failure to download two out of five listed documents, which limits access to full information.

Missing evaluation criteria
Two out of five tender documents failed to download
Fairness55/100

While the requirements themselves do not appear tailored, the fairness is significantly compromised by several factors: the absence of evaluation criteria, the lack of e-submission, and the short submission deadline (11 days from today's date for a complex consultancy). Additionally, inaccessible documents hinder equal access to information.

No evaluation criteria specified
No e-submission functionality
Practicality65/100

The contract start date, duration, and financing information are clearly specified. However, the lack of electronic submission is a significant practical barrier for bidders. The failure to download some tender documents also creates practical difficulties in accessing necessary information.

No e-submission functionality
Two out of five tender documents failed to download
Data Consistency85/100

Most key fields are populated, and dates (submission, contract start, duration) are logical and consistent. Minor inconsistencies include missing codes for 'Type' and 'Procedure' and an empty 'Liable Person' field, but these do not significantly impact overall data integrity.

Missing codes for 'Type' and 'Procedure'
Empty 'Liable Person' field
Sustainability80/100

The tender demonstrates a strong commitment to sustainability and social aspects by explicitly mentioning green and alternative burials, green infrastructure, biodiversity, accessibility, inclusivity for all faiths, and new/sustainable memorialisation options. This aligns well with modern procurement best practices.
