Tender Quality Score

This Pre-Market Engagement (PME) is clear and well-described for its purpose of gathering market insight, but it suffers from a lack of e-submission and missing key data fields, alongside a complete absence of sustainability considerations.

Score Breakdown

Legal Compliance75/100

The PME clearly defines its purpose and CPV codes are correctly assigned. However, the absence of a formal procedure type/code and a liable person, even for a PME, represents a minor compliance gap in terms of full disclosure and categorization.

Missing formal procedure type/code
Missing liable person
Clarity85/100

The description of the services, the organization's needs, and the purpose of the PME are very clear and unambiguous. The AI-extracted requirements are well-categorized and easy to understand, which is excellent for market engagement.

Completeness80/100

Most essential information such as title, reference, organization, estimated value, duration, and location is provided. Requirements for the PME are defined. The absence of evaluation criteria is appropriate for a PME, but the missing liable person and formal procedure codes are minor completeness issues.

Missing liable person
Missing formal procedure type/code
Fairness60/100

The requirements are generic and not tailored, and the estimated value is disclosed, promoting fair competition. However, the lack of e-submission significantly hinders equal access for all potential suppliers, creating an unnecessary barrier.

No e-submission support
Practicality55/100

The contract start date and duration are clearly specified, which is practical for planning. Nevertheless, the absence of electronic submission capabilities is a major practical drawback, increasing administrative burden for potential respondents.

No e-submission support
Data Consistency70/100

Dates are logical and consistent, and there are no reported disputes or suspensions. However, several key fields such as 'Liable Person', 'Type (Code)', 'Procedure (Code)', and 'reveal date' are unpopulated, indicating data gaps.

Missing 'Liable Person' field
Missing 'Type (Code)' and 'Procedure (Code)' fields
Sustainability20/100

The PME completely lacks any mention of green procurement, social aspects, or innovation focus. This represents a significant missed opportunity to integrate modern sustainability principles into the procurement process, even at the market engagement stage.

No green procurement focus
No social criteria
