Score Breakdown

Legal Compliance60/100

The procedure type and CPV code are correctly defined, and there are no reported disputes. However, the explicit lack of specified evaluation criteria and the generic nature of mandatory exclusion grounds in the provided summary are significant legal compliance issues.

Missing evaluation criteria
Lack of detailed mandatory exclusion grounds in the provided summary

While the project description is clear, the requirements are vague, referencing external documents whose content is not provided. Crucially, evaluation criteria are explicitly missing, making it difficult for bidders to understand how their proposals will be judged.

Missing evaluation criteria
Vague requirements (referencing external documents without content)
Completeness30/100

Basic administrative information, deadlines, value, and duration are present. However, the critical issue is the absence of content for the 11 tender documents, rendering the tender fundamentally incomplete for a thorough analysis of its substance.

No document content available for analysis
Missing detailed requirements
Fairness35/100

The value is disclosed, and the description does not appear tailored. However, the absence of evaluation criteria makes fair competition impossible, as bidders cannot understand the basis of judgment. The lack of e-submission also creates potential barriers to equal access.

Missing evaluation criteria
