Original Tender Description

Tower Hamlets Council aims to create universal 'safe spaces' in every ward throughout the borough, where young people can stay safe, participate in positive activities and educational opportunities, as well as access additional support from youth workers. The Council intends to achieve this primarily by delivering the services in-house, although there is a need to commission 6 wards where no Council premises are available to run the service, to ensure there is an accessible universal provision available in all borough wards. Improving services for young people is a key priority in The Tower Hamlets Young Tower Hamlets Strategy 2025-2027. There has been significant investment in the Young Tower Hamlets, to transform the level of support available to children and young people so that they are given the best start in life and have easy access to opportunities to fulfil their potential. The Council's ambition to have youth service provision at ward level is a step towards achieving this vison, as centre-based youth work is recognised to significantly contribute to curricular goals such as health and wellbeing. The commissioned Universal Ward Based Youth Activity provision will seek to provide youth centre provision in the specialist wards currently lacking in-house delivery. It will support young people aged 11-19 (up to age 25 with SEN) with access to free, accessible, high quality and well publicised positive activities which embed the Service's commitment to promoting healthy living and provides safe, yet challenging spaces for personal and social development. There is potential to procure these universal youth services in 6 wards (service lots) across Tower Hamlets Borough. Successful Provider/s must deliver these services from a designated building (in each individual ward/service lot), whether it's their own or leased and this will be assessed during the tender.

Tender Quality Score

This tender is in a preliminary or incomplete state, exhibiting significant deficiencies in legal compliance, completeness, and fairness due to missing critical information, despite a clear service description and strong social focus.

Score Breakdown

Legal Compliance35/100

The tender critically lacks a defined procedure type and information on mandatory exclusion grounds, which are fundamental legal requirements. The 'planning' status with an active submission deadline is a major inconsistency, raising concerns about its legal standing and adherence to procurement regulations.

Undefined procedure type (Type: None, Procedure: None)
No information provided regarding mandatory exclusion grounds
Clarity65/100

While the service description and AI-extracted requirements are clear and understandable, the complete absence of specified evaluation criteria is a significant drawback, making it difficult for potential bidders to formulate competitive proposals.

No evaluation criteria specified
Completeness55/100

The tender is incomplete as all listed documents are general information/OCDS data and marked 'Required: No', suggesting that comprehensive tender specifications and application forms are missing. The absence of evaluation criteria further contributes to its incompleteness.

Lack of comprehensive tender documents (all listed documents are 'Required: No')
No evaluation criteria specified
Fairness45/100

Fairness is severely compromised by the apparent lack of full tender documentation, the absence of transparent evaluation criteria, and the lack of an e-submission option. These factors hinder equal access and the ability of all potential bidders to compete on a level playing field.

Lack of full document access (all listed documents are 'Required: No')
No evaluation criteria specified
Practicality55/100

The absence of electronic submission capabilities and a direct document URL makes the tender process less practical for bidders. While contract duration and start date are clear, the overall accessibility and ease of participation are limited.

No electronic submission supported
No document URL provided
Data Consistency45/100

Significant data inconsistencies are present, notably the 'planning' status conflicting with an active submission deadline. Key fields like 'Type', 'Procedure', and 'Liable Person' are unpopulated, and mandatory exclusion grounds are explicitly missing, indicating a poorly structured or prematurely published tender.

Inconsistent 'planning' status with an active submission deadline
Missing 'Type' and 'Procedure' definitions
Sustainability75/100

The tender's core objective of providing youth activities and safe spaces inherently addresses significant social aspects, which is a strong positive. However, it lacks explicit criteria or focus on green procurement or innovation.

Not green procurement
No innovation focus

Strengths

Clear description of the service and objectives
Estimated value, duration, and contract start date are specified
Appropriate CPV code assigned
Strong inherent social focus due to the nature of youth services
Requirements (eligibility, technical, financial) are clear where provided

Concerns

Absence of a defined procurement procedure type
Lack of information on mandatory exclusion grounds
Missing evaluation criteria for bidder assessment
Inconsistent 'planning' status with an active submission deadline
Apparent lack of comprehensive tender documentation for bidders

Recommendations

1. Clearly define the procurement procedure type and include all mandatory exclusion grounds to ensure legal compliance.
2. Publish comprehensive tender documents, including detailed evaluation criteria and instructions for bidders, to enhance clarity and fairness.
3. Clarify the tender's status; if it is preliminary market engagement, adjust the timeline and documentation accordingly, or fully launch it as a live tender.
