Original Tender Description

The City of Bradford Metropolitan District Council Council, as Lead Commissioner on behalf of itself and the NHS Bradford District and Craven Clinical Commissioning Group, is seeking to establish a Provider List of Residential and Nursing Homes to provide care and support services. The Council wishes to replace its current Integrated Residential and Nursing Care Framework with the Bradford and District Residential and Nursing Care Homes Provider List - a Dynamic Purchasing System operating under the Light Touch Regime, which will create a list of accredited Providers. This system is a more flexible, straight-forward approach for organisations that wish to apply in order to receive business from the Council and CCG. We ask all current and potential providers of Residential and Nursing Care in the Bradford District engage with this Application process.

Tender Quality Score

This tender notice outlines the establishment of a Dynamic Purchasing System (DPS) for residential and nursing care services, offering flexibility but suffering from a critical lack of detailed documentation and specific requirements within the notice itself.

Score Breakdown

Legal Compliance100/100

The use of a Dynamic Purchasing System under the Light Touch Regime is a legally compliant procurement approach for these services. However, the absence of detailed mandatory exclusion grounds and financial requirements in this notice means bidders cannot fully assess compliance without the full application documents.

Mandatory exclusion grounds not detailed in the notice.
Financial requirements not detailed in the notice.
Clarity40/100

The overall purpose and mechanism of the DPS are clearly described. However, the specific eligibility, technical, and financial requirements are vague, directing bidders to non-existent (in this notice) full application documents, which significantly reduces clarity for initial assessment.

Vague eligibility requirements ('Be capable of meeting the criteria for accreditation').
Vague technical capability requirements ('Possess the capability to provide residential and nursing care services').
Completeness83/100

This tender notice is severely incomplete due to the complete absence of attached tender documents. Key information such as detailed exclusion grounds, financial requirements, and evaluation criteria are missing, making it impossible for potential bidders to prepare a comprehensive application.

No tender documents attached or available.
Missing detailed mandatory exclusion grounds.
Fairness80/100

The DPS structure inherently promotes fairness by allowing continuous application. However, the lack of detailed requirements and evaluation criteria in this notice could lead to perceived unfairness if the full documents, when released, contain overly restrictive or unclear conditions, or if the assessment process is not transparent.

Lack of detailed requirements and evaluation criteria could hinder fair competition if not clearly defined in full documents.
Practicality40/100

The DPS model is practical for ongoing service needs. However, the current notice is impractical for bidders as they cannot assess their suitability or prepare an application without access to the full tender documents and detailed requirements.

Bidders cannot practically assess suitability or prepare applications without full documentation.
No e-submission specified, which could impact efficiency.
Data Consistency100/100

The information provided within the notice is consistent. The primary issue is the absence of crucial data rather than inconsistencies in what is presented.

Sustainability0/100

There is no mention of environmental, social, or innovation criteria within the provided tender information, representing a missed opportunity to promote broader sustainability objectives.

No green procurement criteria.
No social criteria.

Strengths

Utilizes a Dynamic Purchasing System (DPS) for flexibility and continuous market access.
Clearly identifies the procuring entities and the type of services required.
High estimated value and long contract duration indicate a significant, long-term opportunity.
Open procedure promotes broad participation from potential providers.

Concerns

Critical absence of all tender documents, making it impossible for bidders to proceed.
Lack of detailed eligibility, technical, financial requirements, and exclusion grounds in the notice.
Missing explicit evaluation criteria, hindering transparency and bidder preparation.
No integration of social, environmental, or innovation criteria.
Vague requirements in the notice could lead to ambiguity in the full application process.

Recommendations

1. Immediately publish all comprehensive tender documents, including detailed eligibility, technical, financial, and exclusion criteria.
2. Clearly define the accreditation criteria and evaluation methodology for the Provider List within the full documentation.
3. Integrate relevant social, environmental, and innovation criteria into the DPS framework to maximize public value.
