Tender Quality Score

This tender provides a clear service description and supports electronic submission, but significantly lacks specified evaluation criteria and detailed financial requirements, impacting transparency and completeness.

Score Breakdown

Legal Compliance75/100

The tender clearly defines the procedure type as 'Open' and 'Below threshold - open competition,' and the CPV code is appropriately assigned. Mandatory exclusion grounds are referenced, indicating adherence to basic regulatory frameworks. However, the absence of specific codes for the procedure type and, more significantly, the lack of detailed evaluation criteria represent notable gaps in full legal transparency and compliance with best practices for public procurement.

Missing procedure type codes
No evaluation criteria specified
Clarity80/100

The service description is exceptionally clear, detailing the scope of work and locations. AI-extracted technical requirements are well-defined and understandable. Nevertheless, the critical omission of specified evaluation criteria significantly hinders the clarity of the tender process, making it difficult for bidders to understand how their proposals will be assessed. Detailed performance conditions beyond general expectations are also not evident in the summaries.

No evaluation criteria specified
Performance conditions not explicitly detailed
Completeness70/100

The tender provides all essential basic information, including title, reference, organization, estimated value, duration, and contract start date. Key requirements (eligibility, technical, submission) are outlined, and relevant documents are available. However, the tender explicitly lacks specific financial requirements for bidders and, most critically, does not define the evaluation criteria, which are fundamental components of a complete tender package. The 'Divided into Parts' characteristic is mentioned without further detail.

No specific financial requirements detailed
No evaluation criteria specified
Fairness85/100

The tender promotes fairness through the disclosure of the estimated value, the use of an e-procurement portal for equal access, and the formulation of generic technical requirements that do not appear tailored to a specific company. However, the complete absence of objective and transparent evaluation criteria is a significant concern, as it compromises the transparency and fairness of the selection process, making it challenging for bidders to prepare competitive proposals.

No evaluation criteria specified
Practicality65/100

The tender supports electronic submission via a dedicated e-procurement portal, which enhances accessibility for bidders. The contract start date and duration are clearly specified. While instructions for accessing documents are provided, a direct document URL is not explicitly given in the summary. Furthermore, specific financing details beyond the estimated value are not available, which could impact a bidder's financial planning.

No direct document URL provided
Specific financing details (e.g., payment terms) not available
Data Consistency90/100

The tender exhibits strong data consistency across most key fields, with logical and consistent dates for submission and contract start. There are no reported suspensions or disputes. Minor inconsistencies include missing codes for the procedure type and a slight discrepancy in currency (EUR vs. GBP) between the main information and a document summary, though the primary estimated value is clearly stated in EUR.

Missing procedure type codes
Minor currency discrepancy in summaries
Sustainability50/100

The tender includes a commendable emphasis on "sensitivity to the nature of grave digging work and the bereaved" and "serving a wide and diverse community," which are inherent social considerations for this type of service. However, it does not explicitly incorporate broader green procurement criteria, innovation focus, or other specific social aspects (e.g., local employment, ethical supply chains) as formal evaluation or performance requirements.

No explicit green procurement criteria
No explicit innovation focus

Strengths

Clear and detailed service description
Electronic submission via e-procurement portal
Value disclosed and requirements appear generic
Clear timeline (submission, start, duration)
Mandatory exclusion grounds referenced

Concerns

Absence of specified evaluation criteria (major)
Lack of detailed financial requirements
Missing procedure type codes
"Divided into Parts" characteristic not elaborated
Limited explicit sustainability or innovation focus

Recommendations

1. Clearly define and publish comprehensive evaluation criteria to ensure transparency and fairness.
2. Provide detailed financial requirements, including any minimum turnover or insurance levels.
3. Elaborate on the "Divided into Parts" characteristic, specifying how the contract is structured.
