Original Tender Description

Places for People (PfP) are looking to engage with the market to obtain further information from contractors ahead of its upcoming procurement of responsive repairs. We are keen to understand the market(s) to refine our requirements and shape our proposal for a formal tender process. PfP is planning a future procurement exercise for a national framework or dynamic market delivering responsive (revenue) repairs, voids, ad hoc capital component replacement and ancillary works across England and Scotland. The lots for this potential framework/dynamic market are likely to mirror regions of stock held by PfP Group which are Scotland, Northeast, Northwest, Central and Southwest. There is a separate framework in place for South East England so it is likely that this region will be out of the scope of this procurement. PfP Group operate a national, in-house main trades repair/DLO team - ‘Field Operations’, which is managed in six large regions across England and Scotland and covers both tenanted properties as well as void repair work. These teams deliver predominantly first response repairs within one hour travelling time of the reported property so that sector repair response times remain achievable. This allows PfP to allocate its resources to the priority callouts, make safe as many customer repair issues as possible with as much national coverage as possible. The service is then supported by frameworks that allow for the follow up works that maybe required beyond that of a P1 or P3 response time attendance, to be delivered. Over the last number of years, PfP have procured a number of DLO supporting frameworks with similar delivery functions, including the current Repairs and Capital Framework which is due to expire in August 2026. It has provided invaluable repair and component replacement service for our stock across England and Scotland, which support that of PfP internal operative teams. Additionally, it has assisted PfP in areas where the DLO coverage maybe low/reduced or where the geographical area or stock make it difficult to attend within acceptable time frames. In lieu of this future procurement requirement PfP would like to consult with contractors in the market to hopefully assist us in improving operational delivery, relationships, share industry /sector best practices, as well as drive improvements internally and for our customers and communities. PfP's anticipated spend on contractors is approximately £25m per annum. To view this notice, please click here: https://procurementhub.delta-esourcing.com/delta/viewNotice.html?noticeId=1009124328

Tender Quality Score

This is a well-structured Preliminary Market Engagement (PME) notice, clearly outlining its purpose to gather market information for a future national framework for responsive repairs. While comprehensive for a PME, it lacks formal procedure codes and explicit sustainability criteria.

Score Breakdown

Legal Compliance75/100

The notice, as a Preliminary Market Engagement, appropriately lacks formal procedure codes, which is consistent with its 'planning' status. CPV codes are correctly assigned, and there are no disputes, indicating compliance with basic transparency requirements for market engagement.

Clarity80/100

The description is exceptionally clear regarding the purpose of the market engagement, the scope of the future procurement, geographical areas, and the intent to refine requirements. AI-extracted requirements are also clear and well-categorized for this stage.

Completeness70/100

The notice provides all essential information for a Preliminary Market Engagement, including title, organization, reference, and a detailed description of the future procurement. Estimated value and duration for the upcoming contract are also specified, which is beneficial for market participants.

Formal procedure type and code are listed as 'None', which, while understandable for a PME, could be more explicitly stated as 'Market Engagement' or similar.
Fairness85/100

The market engagement appears fair, providing full document access and disclosing the estimated value of the future contract. Requirements are generic and not tailored, promoting broad market participation. The use of an e-sourcing platform supports equal access.

Practicality75/100

The notice provides a clear URL to the e-sourcing platform, implying support for electronic interaction. Key dates for the future contract (start date, duration) and financial information are available, aiding market participants in their planning.

The automated check flagged 'No e-submission', which contradicts the implied functionality of the Delta eSourcing platform. If true, this would be a significant practical drawback for market engagement.
Data Consistency90/100

The data provided is largely consistent, with key fields populated and no indications of suspension or disputes. Dates related to the future contract are logical and well-aligned.

Sustainability50/100

There is no explicit mention of green procurement, social criteria, or innovation focus within the market engagement notice. While 'customers and communities' is mentioned, it's not a defined sustainability criterion.

Lack of explicit sustainability, green, or innovation criteria.

Strengths

Clear purpose as a Preliminary Market Engagement (PME).
Detailed description of the future procurement scope and geographical areas.
Estimated value and duration for the future contract are provided.
Requirements for market engagement are clearly outlined.
Publicly accessible via a known e-sourcing platform.

Concerns

Formal procedure type and code are listed as 'None', which could be more explicit.
Lack of explicit sustainability, green, or innovation criteria, even at this preliminary stage.
Ambiguity regarding e-submission support, as flagged by automated checks despite the e-sourcing platform.

Recommendations

1. Explicitly label the 'Type' and 'Procedure' fields as 'Market Engagement' or 'Request for Information' for enhanced formal clarity.
2. Consider incorporating preliminary questions or statements regarding sustainability, social value, and innovation to signal their importance for the upcoming formal tender.
3. Ensure that the e-sourcing platform fully supports electronic submission for market engagement responses to maximize participation and efficiency.
