Tender Quality Score

This tender for critical fire safety remediation works is generally well-described with specific technical requirements, but it suffers from significant deficiencies in transparency, accessibility, and modern procurement practices.

Score Breakdown

Legal Compliance75/100

The tender defines the procedure type and CPV codes appropriately, and there are no reported disputes or suspensions. However, the absence of a clear reveal date and the relatively short 11-day submission period for complex fire safety remediation works, even for a below-threshold procedure, could pose minor compliance risks.

Missing reveal date
Clarity80/100

The project description is highly detailed and unambiguous, clearly outlining the scope of works, required standards (PAS 9980), and necessary accreditations. AI-extracted technical requirements are specific and well-defined. A significant drawback is the absence of specified evaluation criteria, which hinders bidders' understanding of how proposals will be assessed.

No evaluation criteria specified
Completeness70/100

The tender provides essential information such as title, reference, organization, estimated value, duration, and location. Key requirements are outlined, and multiple documents are attached. However, the critical 'Tender Notice' document failed to download, and the lack of explicit evaluation criteria represents a notable gap in completeness.

Missing evaluation criteria
'Tender Notice' document download failed
Fairness65/100

The tender discloses the estimated value, and the technical requirements appear justified by the specialized nature of the fire safety works, not tailored to a specific company. However, the absence of e-submission capabilities and the lack of transparent evaluation criteria significantly undermine fairness and equal access for all potential bidders. The 11-day submission period, while technically meeting a minimum threshold, is tight for the complexity of the project.

No e-submission
Missing evaluation criteria
Practicality65/100

The contract start date and duration are clearly specified, aiding planning. However, the lack of electronic submission support is a major practical impediment for bidders. The absence of a direct document URL also adds a minor layer of inconvenience.

No e-submission
Data Consistency80/100

The tender data is largely consistent, with logical dates and no reported disputes or suspensions. Most key fields are populated, though minor omissions such as the liable person and specific procedure codes are noted.

Missing 'Liable Person'
Missing specific codes for Type/Procedure
Sustainability30/100

The tender does not explicitly incorporate green procurement principles, social aspects, or innovation focus. While the remediation work itself contributes to safety and potentially extends the life of an existing building, these broader sustainability considerations are not integrated into the tender requirements.

No explicit green, social, or innovation criteria
