Original Tender Description

Leicester City Council is commissioning the provision of Occupational Therapy Trusted Assessor Learning and Development training. Leicester City Council is seeking a provider to develop and deliver face to face Trusted Assessor training to staff working across the Adult Social Care and Safeguarding Division. The training will support staff who are not part of the Occupational Therapy Service to identify when equipment or minor adaptations can help someone to live safely and well in their own home, without requiring specialist Occupational Therapist skills. The training will focus on understanding the built environment of people’s homes in Leicester in relation to adaptations and provision of equipment, including how to arrange a prescribed list of equipment and small modifications via a contractor. The provider will deliver 11 full days of face to face training for approximately 150 to 155 staff between May 26th 2026 and September 25th 2026, using local venues arranged by the Council. The provider will develop training resources, ensure trainers are appropriately qualified and understand local need, and ensure the training is culturally appropriate and reflects the diverse communities in Leicester. The proposed Contract will commence on 26 May 2026 and expire on 25 September 2026. The contract period will be four months. There is no option to extend. The estimated contract value is £60,000. Tender Quality Score

This tender provides a clear description of the required training services and their scope, but suffers from significant gaps in transparency and accessibility, notably the absence of evaluation criteria and the lack of full tender document content for review.

Score Breakdown

Legal Compliance75/100

The tender defines the procedure type and CPV codes correctly. There are no reported disputes or suspensions. However, the absence of a clear reveal date in the provided information makes it difficult to fully assess the adherence to minimum tender periods. The lack of explicit evaluation criteria, while primarily a fairness issue, can also touch upon legal compliance regarding transparency requirements.

Missing reveal date
No evaluation criteria specified
Clarity70/100

The description of the required services, including the scope, target audience, and specific training content, is very clear and unambiguous. The AI-extracted technical requirements are also well-defined. However, the critical absence of specified evaluation criteria significantly hinders the overall clarity for potential bidders on how their proposals will be assessed.

No evaluation criteria specified
Completeness60/100

Basic information such as title, reference, organization, value, duration, and key dates are present in the summary. However, the most significant issue is that no content from the actual tender documents is available for review, meaning the full scope of information provided to bidders cannot be assessed. The absence of evaluation criteria also contributes to incompleteness.

No document content available
Missing evaluation criteria
Fairness65/100

The tender value is disclosed, and the requirements do not appear to be tailored to a specific company, focusing instead on local needs. However, the lack of specified evaluation criteria is a major concern for transparency and objectivity, making it difficult for bidders to understand the basis of award decisions. The absence of electronic submission also presents a barrier to equal access for all potential bidders.

No evaluation criteria specified
No e-submission
Practicality65/100

The contract start date and duration are clearly specified, which is practical for planning. However, the lack of electronic submission is a practical drawback in modern procurement. The absence of a direct document URL in the provided information also makes it less practical for immediate access.

No e-submission
No document URL provided
Data Consistency90/100

Most key fields are populated, and the dates (submission, contract start/end) are logical and consistent with the stated duration. There are no reported disputes or suspensions. Minor gaps exist in specific codes and the liable person field.

Liable Person field empty
Type Code and Procedure Code empty
Sustainability50/100
