Original Tender Description

The University requires a main contractor to support the delivery of the summer graduation ceremonies, hosted in a marquee setting on King’s Lawn. Working alongside the appointed marquee provider, the contractor will be expected to deliver a high‑quality event experience that reflects the significance and profile of graduation within the University’s academic calendar. The summer graduation ceremonies for 2026 will take place between 29th June and 3rd July 2026 (inclusive). In addition to the summer ceremonies, the University may require events services for the Winter Graduation ceremonies during the contract period. Winter graduation support at this stage is subject to university approval during the term of the contract. If approved, winter graduation ceremonies are anticipated to take place between 23rd and 27th November, with ceremonies expected to occur on 24th – 26th November. Winter graduations are smaller in scale and will be hosted inside Elphinstone Hall, Old Aberdeen Campus. The anticipated contract period is 1 year, commencing 1st June 2026. Subject to satisfactory performance and mutual agreement, the University reserves the option to extend the contract for up to three additional periods of 1 year each.

Tender Quality Score

This tender for graduation event management services is generally well-structured with clear requirements and e-procurement, but suffers from significant transparency and completeness issues, notably the absence of evaluation criteria and undisclosed contract value. Its quality is moderate, primarily due to these critical omissions.

Score Breakdown

Legal Compliance70/100

The tender defines an open procedure and uses an appropriate CPV code. There are no reported disputes. However, the reveal date is missing, and the estimated value is undisclosed (though classified), which impacts transparency. The AI summary also notes no specific mandatory exclusion grounds, which are typically a legal requirement.

Missing reveal date
Undisclosed estimated value (even if classified)
Clarity60/100

The description of the required services is clear and unambiguous, and the AI-extracted eligibility and technical requirements are understandable. However, the critical absence of specified evaluation criteria significantly hinders clarity for potential bidders, making it difficult to understand how proposals will be judged.

Missing evaluation criteria
General performance conditions, lacking specific KPIs
Completeness65/100

Basic information such as title, reference, organization, deadlines, duration, and location are provided. Documents are attached. However, the tender is incomplete due to the missing evaluation criteria and the undisclosed estimated value. Several key fields like 'Liable Person' and procedure codes are also unpopulated.

Missing evaluation criteria
Undisclosed estimated value
Fairness55/100

The tender supports e-procurement and the requirements appear generic, not tailored to a specific company, which promotes fair access. Nevertheless, the lack of disclosed evaluation criteria is a major fairness concern, as it prevents objective assessment and transparency in the selection process. The undisclosed value also reduces market transparency.

Missing evaluation criteria
Undisclosed estimated value
Practicality70/100

Electronic submission is supported, and the contract start date and duration are clearly specified, which are practical aspects for bidders. However, the undisclosed estimated value can make it challenging for bidders to assess the commercial viability and allocate resources effectively. A direct document URL is not explicitly provided in the summary.

Undisclosed estimated value
Document URL not explicitly provided in summary
Data Consistency60/100

Dates provided are logical and consistent, and there are no reported disputes. However, several key fields are unpopulated or missing, such as 'Liable Person', specific codes for 'Type' and 'Procedure', the 'Estimated Value', and the 'Reveal Date', indicating inconsistencies or gaps in the data provided.

Unpopulated key fields (Liable Person, Type/Procedure codes, Estimated Value, Reveal Date)
Sustainability20/100

The tender does not include any explicit mention of green procurement, social aspects, or innovation focus. This indicates a lack of integration of sustainability principles, which are increasingly important in modern public procurement.

No mention of green procurement
No social criteria

Strengths

Clear description of services required
E-procurement enabled for submission
