Tender Quality Score

This notice extends an existing Dynamic Purchasing System for passenger transport services, allowing new suppliers to join. While the lot structure is clear, the notice critically lacks essential documentation and detailed requirements for new applicants, hindering transparency and accessibility.

Score Breakdown

Legal Compliance100/100

The use of a Dynamic Purchasing System (DPS) is a legally compliant procurement procedure. However, the lack of readily available mandatory exclusion grounds and financial requirements in this notice could pose challenges for new applicants in understanding the full legal framework for participation.

Missing mandatory exclusion grounds in the notice
Missing financial requirements in the notice
Clarity40/100

The description of services and lots is clear. However, the notice explicitly states that crucial information (exclusion grounds, financial criteria, specific application process) is not included and must be consulted elsewhere, without providing clear guidance on how to access this information. The cut-off sentence under 'Submission Requirements' further reduces clarity.

Unclear where to find original DPS documentation for mandatory exclusion grounds and financial requirements
Incomplete sentence regarding specific application process and required information
Completeness75/100

This notice is significantly incomplete for new suppliers. It fails to provide mandatory exclusion grounds, financial requirements, or any attached documents. The absence of a clear application process for new entrants is a major deficiency.

No documents attached
Missing mandatory exclusion grounds
Fairness60/100

The structure of a DPS, allowing continuous entry, generally promotes fairness and competition. However, the lack of readily accessible information for new applicants (exclusion grounds, financial requirements, application process) could create an uneven playing field, potentially disadvantaging those unfamiliar with the original DPS or struggling to locate the necessary details.

Potential disadvantage for new suppliers due to lack of readily accessible essential information
Practicality40/100

For existing suppliers, this is a straightforward extension notice. For new suppliers, the practicality is severely hampered by the absence of essential documentation and clear instructions on how to apply and what criteria they will be judged against. This will likely increase administrative burden for potential bidders seeking information.

High administrative burden for new suppliers to find essential application information
Lack of clear guidance for new applicants
Data Consistency100/100

The information provided is internally consistent, clearly identifying the notice as an extension of an existing DPS and outlining the lots. The consistency issue arises from the *absence* of data rather than conflicting data.

Sustainability0/100

The notice does not include any specific green procurement or social criteria. This represents a missed opportunity to integrate sustainability considerations into the procurement of passenger transport services.

No green procurement criteria specified
No social criteria specified

Strengths

Clear identification as a DPS extension
Well-defined and segmented lots for various transport services
Allows continuous entry for new suppliers, promoting competition over time
Clear contract duration

Concerns

Absence of any attached documents
Critical lack of mandatory exclusion grounds and financial requirements in the notice
Incomplete description of the application process for new suppliers
Estimated value not disclosed
Lack of sustainability (green/social) criteria

Recommendations

1. Publish all essential DPS documentation (e.g., full application guidance, terms and conditions, exclusion/selection criteria) directly with this notice or provide clear, direct links to where they can be accessed.
2. Complete the 'Submission Requirements' section with a full description of the application process for new suppliers.
3. Consider disclosing the estimated value to provide better market insight.
