Original Tender Description

Suffolk & North East Essex ICB is looking for an IT provider to join them on their journey to improve and modernise the infrastructure in General Practice premises, to ensure that GP Practice and PCN staff have the right technology and support available when and where needed. The service they will commission will be in alignment to the Primary Care Digital Services Model. Suffolk & North East Essex ICB is seeking a provider to deliver a stable, flexible IT system to support a collaborative, productive workforce. Specifically, they aim to: • Spend public money wisely and well. • Ensure staff throughout the ICS can work seamlessly in General Practice premises, and that staff from general practice can work seamlessly elsewhere in the ICS. • Remove the barriers to staff being able to work from any location facilitating joined up working service models to be implemented. • Maximise the investment in mobile technology, ensuring that devices can interface with the full range of functionality in practices, such as practice specific software and printing. • Allow for flexible user self-service by provision of a standard software catalogue of options. • Ensure that staff in general practice and PCN ARRS roles have smart digital foundations on which to grow the use of digital tools and delivery of the modern general practice model. • Enable some IT tasks to be undertaken locally by the practice by suitably skilled empowered staff reducing staff frustration & time delays to end user local service provision. • Support primary care staff employed at PCN level, ensuring that technology and access to systems is not a barrier to them being a productive member of the primary care clinical team. • Leverage the benefits of the cloud architecture to deliver innovative GPIT support. • Remove or reduce waits for replacement equipment through localised provision. Any successfully appointed IT provider will be required to work in close collaboration with partner organisations across the ICS.

Tender Quality Score

This tender offers a good foundation for IT services procurement, with clear objectives and a disclosed budget. However, it lacks explicit evaluation criteria and details on document content, impacting transparency.

Score Breakdown

Legal Compliance75/100

The tender follows an open procedure with a clear classification and CPV code. Deadlines seem reasonable for an open procedure, although not explicitly flagged as short. The primary concern is the absence of specified evaluation criteria, which is a regulatory requirement for transparency and fairness in public procurement. No disputes are noted.

Missing evaluation criteria
Clarity80/100

The description of the required IT services is well-articulated, outlining specific aims for modernizing infrastructure and improving staff workflows. The AI-extracted requirements are also clear and directly map to the tender description. However, the lack of accessible document content hinders a complete understanding of technical specifications.

No document content available
Completeness70/100

Essential information such as title, reference, organization, estimated value, and deadlines are present. The contract duration and start date are specified. The primary deficiency is the lack of accessible content for the tender documents, preventing full assessment of completeness.

No document content available
Fairness85/100

The tender is an open procedure, implying broad accessibility. The estimated value is disclosed. While the requirements are descriptive, there's no immediate indication of tailoring to specific companies. The absence of explicit evaluation criteria, however, could lead to subjective assessments, impacting fairness.

Missing evaluation criteria
Practicality65/100

The tender specifies a contract start date and duration. However, it lacks information regarding financing and does not explicitly mention e-submission, which is a common feature in modern procurement, reducing its practicality for potential bidders.

No e-submission mentioned
No financing information provided
Data Consistency90/100

Key fields such as title, reference, organization, value, and deadlines are populated logically. There are no reported disputes or suspensions. The dates provided for submission and contract start are consistent and make sense within the timeline.

Sustainability50/100

The tender does not explicitly mention any green procurement requirements, social aspects, or innovation focus, which are increasingly important in public contracts. It also does not state if it is EU funded.
