Good

Tender Quality Score

This is a well-structured pre-market engagement notice for a significant framework, demonstrating good transparency and proactive bidder engagement, though lacking some formal procurement details at this planning stage.

Score Breakdown

Legal Compliance65/100

The notice clearly defines the pre-market engagement phase and provides reasonable time for expression of interest. However, the formal 'Procedure Type' is missing, and the single CPV code provided is too narrow for a multi-lot framework covering diverse professional services, which are notable omissions even for a planning notice.

Missing formal procurement procedure type
CPV codes are insufficient for the full scope of the multi-lot framework
Clarity85/100

The description of the framework, its lots, and the purpose of the pre-market engagement sessions is exceptionally clear. Requirements for expressing interest are straightforward, and the overall intent of the notice is unambiguous.

Completeness70/100

Basic information such as title, organization, reference, estimated value, duration, and location (NUTS code) are well-provided. While full tender requirements and evaluation criteria are not present (as expected for a pre-market notice), the absence of a defined procedure type and comprehensive CPV codes reduces overall completeness.

Missing formal procurement procedure type
CPV codes are insufficient for the full scope of the multi-lot framework
Fairness85/100

The proactive pre-market engagement sessions, including virtual presentations and Q&A, significantly enhance fairness by providing clarity to all potential bidders before the formal tender release. The estimated value is disclosed, and requirements for this stage are generic. The use of a Delta e-sourcing platform suggests future e-procurement capabilities.

Practicality80/100

The notice provides a clear URL for further information and contact details for expressing interest. Key dates like contract start and duration are specified. While e-submission is not explicitly stated for the pre-market engagement (email is used), the underlying e-sourcing platform implies it will be supported for the actual tender.

Data Consistency90/100

All provided data fields are consistent and logical, with no apparent contradictions. Dates are sequential and make sense within the context of a planning notice leading to a future tender. There are no reported disputes or suspensions.

Sustainability20/100

The notice does not include any explicit mention of green procurement, social aspects, or innovation focus within the framework's scope or evaluation criteria. This indicates a lack of emphasis on sustainability considerations at this stage.

No explicit sustainability criteria (green, social, innovation)

Strengths

Proactive pre-market engagement sessions for bidder clarity
Clear description of the framework and its lots
Estimated value and contract duration clearly stated
Use of an established e-sourcing platform (Delta-esourcing)
Good data consistency across available fields

Concerns

Missing formal procurement procedure type
CPV codes are too narrow for the full scope of the multi-lot framework
Lack of explicit sustainability, social, or innovation criteria
Evaluation criteria and full tender requirements not yet specified (though expected for this stage)

Recommendations

1. Specify the formal procurement procedure type in subsequent notices to enhance legal compliance.
2. Provide a comprehensive list of relevant CPV codes covering all 10 lots of the framework.
3. Integrate sustainability, social, and innovation criteria into the framework's evaluation and performance conditions for future tenders.
