Original Tender Description

DESNZ is seeking to procure a consortium to deliver a research programme to build the policy-relevant evidence base for decarbonisation of the industrial sector and carbon management. The research will be spread across four main work packages on: 1. Industrial Fuel switching including electrification and alternative fuels 2. Resource and energy efficiency in industry 3. Carbon Capture, Utilisation and Storage and engineered Greenhouse Gas Removals 4. Lifecycle Assessment methods and applications in industry Additional work packages will include a flexible fund to respond to emerging evidence needs, a data and stakeholder engagement work package underpinning the entire programme and additional stand-alone projects. The programme will focus on building the required evidence base, translating existing evidence alongside new analysis and data collection and modelling to support decision-making in industrial decarbonisation. Alongside this, a dissemination, knowledge transfer and policy translation role will be necessary to maximise impact of the research. The programme will require expertise on a number of industrial sectors, decarbonisation measures, technology sustainability and cost assessment, interactions with other sectors and supply chains and understanding of policy contexts. Methods to be employed will include literature reviews, quantitative and qualitative data collection, stakeholder engagement and interviews, modelling and analysis skills, project management and dissemination as well as policy analysis. We expect a consortium of suppliers to be the most likely optimal delivery body for this research due to the breadth of topics and skills. Outputs will likely include reports, data and models, decision support tools, case studies, teach-ins, and on-call briefings and scientific support. The research and outputs will be co-designed with policy stakeholders to ensure policy relevance and will have built-in flexibility to respond to emerging policy needs. DESNZ is holding a supplier event on MS Teams on 5th of February 12:30pm, consisting of a presentation by DESNZ. This will be designed to enable feedback from the potential suppliers as well as to catalyse consortium formation.

Tender Quality Score

This is a well-structured preliminary market engagement notice for a significant research program, demonstrating good clarity and a strong focus on sustainability, though lacking formal tender specifics as expected at this stage.

Score Breakdown

Legal Compliance75/100

As a preliminary market engagement notice, it largely complies with principles of transparency and market consultation. The CPV code is appropriate. However, the 'Type' and 'Procedure' fields are undefined, and the 'Submission Deadline' is confusing given no formal submission is required at this stage, which would be a concern for a full tender.

Undefined 'Type' and 'Procedure' fields
Confusing 'Submission Deadline' for a non-submission stage
Clarity80/100

The description of the research program, its work packages, required expertise, methods, and expected outputs is exceptionally clear and detailed. The AI-extracted requirements are comprehensive and accurately reflect the tender's scope. The absence of evaluation criteria is appropriate for a preliminary market engagement.

Completeness70/100

Basic information, financial details, timeline, and classification are all present. The description is thorough, and AI-extracted requirements are detailed. However, the 'Type' and 'Procedure' fields are empty, and formal evaluation criteria are not yet defined, which is expected for a planning notice but noted for completeness.

Empty 'Type' and 'Procedure' fields
Absence of formal evaluation criteria (expected for this stage, but a future requirement)
Fairness85/100

The tender explicitly encourages consortium formation due to the breadth of topics, promoting broader participation. The estimated value is disclosed, and the supplier event facilitates market engagement. Requirements are broad and not tailored. While 'No e-submission' is flagged, it's a preliminary notice, and the event is online.

Practicality65/100

The contract start date, duration, and estimated value are clearly specified. The supplier event is held electronically via MS Teams, which is practical for engagement. However, the general 'No e-submission' flag and the lack of an explicit document URL in the provided text are minor practical limitations.

No explicit e-submission platform mentioned for future stages
Document URL not explicitly provided in the basic information
Data Consistency90/100

Dates are logical and consistent, with no disputes or suspensions. The description is consistent across all provided document summaries. Most key fields are populated, though 'Type', 'Procedure', and 'Liable Person' are empty, which is common for a planning notice.

Empty 'Liable Person' field
Sustainability85/100

The tender's core subject is environmental sustainability (industrial decarbonisation, carbon management, energy efficiency, CCUS, GGRs, LCA), indicating a strong green procurement focus. It also clearly emphasizes innovation as a research program. Social aspects are not explicitly detailed.

Lack of explicit social criteria

Strengths

Clear and detailed description of the research programme and its scope.
Explicit encouragement of consortium formation, promoting broad participation.
Strong focus on environmental sustainability and innovation.
Comprehensive AI-extracted requirements, clearly derived from the description.
Market engagement event (supplier event) to gather feedback and facilitate collaboration.

Concerns

Undefined 'Type' and 'Procedure' fields for the procurement.
Absence of formal evaluation criteria (expected for a preliminary notice, but a future concern).
The 'Submission Deadline' is confusing given no formal submission is required at this preliminary stage.
No explicit e-submission platform mentioned for future formal stages.
Missing 'Liable Person' and 'reveal date'.

Recommendations

1. Clearly define the formal procurement procedure type and associated timelines in subsequent tender documents.
2. Develop and publish clear, objective evaluation criteria for the eventual formal tender.
3. Implement an e-submission platform for the formal tender process to enhance accessibility and fairness.
