Tender Quality Score

This tender establishes a Dynamic Purchasing System for construction materials but suffers from significant incompleteness, lacking essential documentation and detailed criteria for assessment.

Score Breakdown

Legal Compliance100/100

The tender correctly references the Public Contracts Regulations 2015 and outlines mandatory exclusion grounds, indicating adherence to the legal framework for public procurement. The use of a DPS is a legally valid and flexible procurement tool.

The classification as 'Restricted' procedure type in the basic information contradicts the stated intention to establish a 'Dynamic Purchasing System (DPS)', which is an open procedure. This inconsistency requires clarification.
Clarity40/100

While the overall purpose of establishing a DPS is clear, the specific eligibility and technical capability requirements are notably vague and subjective, lacking quantifiable metrics or detailed definitions.

Terms like 'suitably qualified Economic Operator,' 'necessary qualifications and expertise,' and 'adequate provision across Kirklees in its entirety' are undefined, making it difficult for bidders to understand precise expectations.
The 'categories (see categories below)' mentioned in the description are not provided within the tender information.
Completeness75/100

The tender is severely incomplete, missing critical information necessary for bidders to prepare a comprehensive and competitive application.

No tender documents are attached or available, which is fundamental for understanding the full scope and terms.
The estimated value of the contract is not disclosed, hindering bidders' ability to assess the opportunity.
Fairness60/100

The significant lack of detailed requirements, absence of evaluation criteria, and missing tender documents raise substantial concerns regarding the fairness and transparency of the procurement process.

Vague requirements could lead to subjective assessment, potentially disadvantaging bidders without prior insight or favoring specific companies.
The inability to access full tender documentation prevents all bidders from competing on an equal footing.
Practicality40/100

The DPS mechanism is practical for ongoing procurement needs, but the current tender's lack of detail makes it impractical for potential bidders to formulate informed and compliant applications.

Bidders cannot effectively assess the opportunity or prepare a robust submission without access to detailed specifications, product categories, or clear assessment criteria.
Data Consistency100/100

A notable inconsistency exists between the stated 'Type: Restricted' procedure and the explicit description of establishing a 'Dynamic Purchasing System (DPS)'.

The 'Type: Restricted' classification in the basic information contradicts the nature of a DPS, which is an open procedure allowing continuous admission of qualified economic operators.
Sustainability0/100

The tender does not include any explicit requirements or considerations related to environmental sustainability or social responsibility.

Absence of green procurement criteria or social clauses, missing an opportunity to promote sustainable practices and social value.

Strengths

Utilizes a Dynamic Purchasing System (DPS), promoting flexibility and continuous market access.
Clearly references the Public Contracts Regulations 2015 and mandatory exclusion grounds.
Specifies a long contract duration (120 months) for the DPS, offering stability.
Clear organizational details and reference number provided.

Concerns

Absence of any tender documents or detailed specifications.
Vague and subjective eligibility and technical capability requirements.
Lack of disclosed estimated value and explicit evaluation criteria.
Inconsistency between 'Restricted' procedure type and 'Dynamic Purchasing System' description.
No inclusion of sustainability or social responsibility criteria.

Recommendations

1. Publish all comprehensive tender documents, including detailed specifications, product categories, and explicit evaluation criteria.
2. Clarify and quantify all vague requirements to ensure objectivity and transparency.
3. Disclose the estimated value of the DPS to inform potential bidders.
