Score Breakdown

Legal Compliance75/100

The tender defines the procedure type and CPV code correctly, and the submission period is reasonable. However, the explicit absence of mandatory exclusion grounds in the provided information is a notable concern for full compliance and transparency at the initial stage.

No specific mandatory exclusion grounds explicitly stated in the provided information.
Clarity65/100

The overall description and high-level evaluation criteria (60% quality, 40% price) are clear. However, the lack of detailed sub-criteria for 'quality' and the absence of explicit mandatory exclusion grounds significantly reduce the clarity for potential bidders.

Missing detailed sub-criteria for 'quality' evaluation.
No specific mandatory exclusion grounds explicitly stated.

However, the full tender documentation is only accessible after expressing interest, and critical details like specific mandatory exclusion grounds and detailed quality evaluation sub-criteria are missing from the initial public information.

Full tender documentation not directly accessible without expressing interest.
Missing detailed quality evaluation sub-criteria.
Fairness70/100

The tender value is disclosed, and the submission period is reasonable. E-procurement is enabled, and requirements appear generic. However, the absence of detailed sub-criteria for the 60% quality weighting significantly impacts the objectivity and transparency of the evaluation process.

Lack of detailed sub-criteria for quality evaluation impacts objectivity and transparency.
Practicality80/100

Electronic submission is supported via an e-tendering system. The contract start date and duration are clearly specified, and the estimated value is provided. This facilitates practical engagement for suppliers.

Data Consistency75/100

Key data fields such as dates, estimated value (EUR and GBP), and CPV code are consistent. Minor inconsistencies include empty fields for 'Liable Person' and missing codes for 'Type' and 'Procedure', along with an unexplained 'Divided into Parts' characteristic.

Empty 'Liable Person' field.
Missing codes for 'Type' and 'Procedure' fields.
Sustainability20/100

The tender does not include any explicit mention of green procurement, social aspects, or innovation focus. This indicates a lack of integration of sustainability principles into the procurement process.

No green procurement criteria.
No social aspects mentioned.

Strengths

Clear definition of procedure type and CPV code.
Electronic submission supported via e-tendering system.
Key financial and timeline information (value, duration, start date) is provided.
Requirements appear generic, not tailored to a specific company.

Concerns

Lack of detailed sub-criteria for quality evaluation (60% weighting).
Absence of explicit mandatory exclusion grounds in the initial public information.
Full tender documentation requires expressing interest, not immediately accessible.
No integration of sustainability, social, or innovation criteria.

Recommendations

1. Provide detailed sub-criteria for the 'quality' evaluation to enhance transparency and objectivity.
2. Explicitly state or reference mandatory exclusion grounds in the initial tender notice.
3. Consider incorporating sustainability, social, and innovation criteria into future tenders.
