Good

Tender Quality Score

This tender is generally well-structured with clear project details, but it suffers from a significant lack of specified evaluation criteria, which impacts transparency and fairness. It also misses opportunities to incorporate modern sustainability considerations.

Score Breakdown

Legal Compliance75/100

Legal compliance is good, with a clearly defined procedure type, appropriate CPV codes, and no reported disputes. The submission period of 25 days from today's date is reasonable for a below-threshold tender. The absence of a reveal date is a minor informational gap.

Missing reveal date
Clarity60/100

The project description and high-level requirements are clear and unambiguous. However, the critical absence of specified evaluation criteria significantly reduces clarity, making it difficult for bidders to understand how their proposals will be assessed.

No evaluation criteria specified
Completeness65/100

Most basic information, including title, reference, organization, value, deadlines, and duration, is provided. However, the lack of defined evaluation criteria is a major omission, and the AI-extracted requirements are high-level, indicating crucial details are only in the full documents.

No evaluation criteria specified
High-level requirements without detailed breakdown in summary
Fairness60/100

The use of an e-procurement portal, disclosed value, and generic requirements contribute positively to fairness. However, the absence of evaluation criteria is a significant concern, as it undermines transparency and objectivity in the selection process.

No evaluation criteria specified
Practicality80/100

The tender scores well on practicality, supporting electronic submission via a provided portal URL. The contract start date and duration are clearly specified. Financing information is implicit through the estimated value from a public body.

Data Consistency90/100

Data consistency is high, with all critical fields populated and logical dates. There are no reported suspensions or disputes, ensuring a stable procurement environment. The 'Liable Person' field is empty but not critical.

Sustainability20/100

This tender lacks explicit criteria for green procurement, social aspects, or innovation focus. While the project itself has social regeneration goals, these are not translated into specific requirements for the supplier, resulting in a low score for sustainability.

No green procurement criteria
No social criteria

Strengths

Clear project description and purpose
Electronic submission and document access via a dedicated portal
All basic tender information (title, reference, organization, value, deadlines, duration) is provided
High data consistency with no disputes or suspensions
Requirements are generic and not tailored to a specific company

Concerns

Critical absence of specified evaluation criteria
High-level requirements, with crucial details likely only in full documents
Lack of explicit sustainability, social, or innovation criteria
Missing tender reveal date

Recommendations

1. Explicitly define and publish all evaluation criteria and their weighting to ensure transparency and fairness.
2. Integrate sustainability, social value, or innovation clauses into the tender requirements to align with modern procurement best practices.
3. Ensure all key tender details, including a comprehensive overview of requirements and criteria, are easily accessible upfront.
