Tender Quality Score

The overall quality of this tender is moderate, but critical deficiencies in document accessibility and the absence of evaluation criteria significantly hinder bidder participation and transparency.

Score Breakdown

Legal Compliance65/100

The procedure type and CPV code are correctly defined. However, the complete lack of accessible tender document content and the absence of specified evaluation criteria pose significant legal risks and transparency issues, potentially leading to challenges.

No document content available
Missing evaluation criteria
Clarity60/100

The project description and AI-extracted requirements are clear and understandable. Nevertheless, the absence of evaluation criteria and the inaccessibility of full tender documents severely compromise the overall clarity for potential bidders.

Missing evaluation criteria
No document content available
Completeness50/100

Basic information such as title, reference, organization, value, and duration is present. However, the critical absence of accessible tender document content and missing evaluation criteria render the tender significantly incomplete.

No document content available
Missing evaluation criteria
Fairness40/100

The lack of full document access, the absence of evaluation criteria, and the reported lack of e-submission significantly undermine the principles of equal treatment and transparency for bidders. The AI-extracted requirements themselves do not appear tailored.

No document content available
Missing evaluation criteria
Practicality55/100

The absence of an electronic submission option and the inaccessibility of tender document content make the bidding process highly impractical, despite clear contract dates and duration.

No e-submission
No document content available
Data Consistency70/100

Key dates (submission, contract start) and financial values are consistent. However, some basic fields like 'Liable Person', 'Type Code', 'Procedure Code', and 'Missing reveal date' are unpopulated, indicating minor data entry gaps.

Liable Person empty
Type Code empty
Sustainability60/100

While the project itself has a strong social purpose (providing affordable housing), the tender documentation lacks explicit criteria for green procurement, social aspects (beyond the project's inherent nature), or innovation for bidders to address.

Not green procurement
No innovation focus

Strengths

Clear project description and objective
Well-defined AI-extracted technical and financial requirements
