Tender Quality Score

This is a well-described preliminary market engagement for Occupational Health Services, clearly outlining the scope and purpose. However, it lacks formal procedure details, e-submission capability, and explicit sustainability criteria, which are areas for improvement in the subsequent formal tender.

Score Breakdown

Legal Compliance75/100

The notice, as a preliminary market engagement, generally complies with transparency principles. Deadlines for feedback are reasonable. However, the formal 'Type' and 'Procedure' fields are empty, and a 'Liable Person' is not specified, which are minor data quality issues for a formal notice.

Missing formal procedure type and code
Missing liable person
Clarity80/100

The description of the required services and the organization's context is very clear. AI-extracted requirements are well-articulated and appropriate for a preliminary market engagement. The absence of evaluation criteria and performance conditions is expected at this early stage.

Completeness70/100

Basic information, including title, reference, organization, CPV code, duration, and contract start date, is provided. While the estimated value is classified, which is acceptable for a PME, the lack of formal procedure details and evaluation criteria reduces overall completeness for a full tender process.

Missing formal procedure type and code
Estimated value classified (reduces transparency)
Fairness65/100

The requirements appear generic and not tailored to a specific company, and document access is provided. However, the absence of e-submission significantly hinders equal access and transparency for potential suppliers. The classified value also reduces transparency.

No e-submission capability
Estimated value classified
Practicality55/100

The lack of electronic submission is a major practical drawback, increasing administrative burden for both the contracting authority and potential suppliers. While the contract start date and duration are known, financing information is not disclosed.

No e-submission capability
Financing information (value) not disclosed
Data Consistency80/100

Key dates are logical and consistent. Most essential fields are populated, and there are no reported disputes or suspensions. However, the empty 'Type', 'Procedure', and 'Liable Person' fields represent minor inconsistencies in data population.

Missing 'Type' and 'Procedure' codes
Missing 'Liable Person'
Sustainability30/100

The tender documentation does not explicitly include criteria or considerations for green procurement, social aspects beyond the service itself, or innovation. This indicates a missed opportunity to integrate broader sustainability goals.

No explicit green procurement criteria
No explicit social criteria

Strengths

Clear and comprehensive description of the service required and organizational context.
Well-defined AI-extracted requirements appropriate for a preliminary market engagement.
All essential basic information (title, reference, organization, CPV, duration, contract start) is provided.
Multiple supporting documents are available and summarized.
Requirements appear generic and not tailored to a specific company.

Concerns

Absence of a formal procedure type and code, and missing liable person.
Lack of e-submission capability, hindering equal access and efficiency.
Estimated value is classified, which, while acceptable for PME, reduces transparency.
No explicit mention of green, social, or innovation criteria.
No evaluation criteria specified (though expected for a PME, it's a future transparency point).

Recommendations

1. Implement an e-submission platform for the subsequent formal tender to enhance fairness and practicality.
2. Clearly define the formal procurement procedure type and code in the future tender notice.
3. Integrate explicit sustainability (environmental, social, innovation) criteria into the full tender specification.
