Tender Quality Score

This tender presents a clear social objective and provides essential basic information, but is significantly hampered by critical deficiencies in document access, the complete absence of evaluation criteria, and the lack of electronic submission.

Score Breakdown

Legal Compliance75/100

The tender clearly defines the procedure type and assigns a relevant CPV code. The submission period of 29 days from today's date is reasonable for a below-threshold competition. However, the absence of explicit mandatory exclusion grounds and, critically, the complete lack of specified evaluation criteria are significant compliance shortcomings.

No specific mandatory exclusion grounds provided in the AI summary
Missing evaluation criteria
Clarity70/100

The program description and the DfE framework standards referenced for technical capabilities are clear and understandable. However, the complete absence of evaluation criteria makes it impossible for potential bidders to clearly understand how their submissions will be judged, which is a fundamental flaw in clarity.

Missing evaluation criteria
Completeness70/100

While basic information such as title, reference, organization, value, and duration are present, the tender is significantly incomplete due to the failure to download key documents like the 'Tender Notice' and 'Lot L-1'. Furthermore, the explicit absence of evaluation criteria is a major gap.

Key tender documents ('Tender Notice', 'Lot L-1') failed to download
Missing evaluation criteria
Fairness50/100

Fairness is severely compromised by the inability to access crucial tender documents and the complete absence of transparent evaluation criteria. The lack of electronic submission also creates an unnecessary barrier to equal access for all potential bidders, despite the reasonable submission deadline and generic requirements.

No full document access (key documents failed to download)
Missing evaluation criteria
Practicality65/100

The tender specifies a clear contract start date and duration, and financing information is available. However, the lack of electronic submission is a significant practical drawback in modern procurement. The failure to access key documents also poses a practical challenge for bidders.

No electronic submission supported
Key tender documents failed to download
Data Consistency90/100

The provided data is largely consistent and logical, with dates aligning well. Minor omissions include the 'Liable Person' and 'Type Code' fields, and the 'Missing reveal date' is a data gap rather than an inconsistency.

'Liable Person' field empty
'Type Code' field empty
Sustainability70/100

The tender's core objective is inherently social, focusing on providing a 'Fun and Food Programme' for children receiving free school meals, which is a strong positive social aspect. However, it lacks explicit criteria for green procurement or innovation.

No explicit green procurement criteria
No explicit innovation focus

Strengths

Clear social objective targeting vulnerable children
Procedure type and CPV code clearly defined
Estimated value and contract duration/start date specified
Requirements clearly reference DfE framework standards
Data is largely consistent and logical

Concerns

Critical tender documents failed to download, hindering access to full information
Complete absence of evaluation criteria, severely impacting clarity and fairness
No electronic submission supported, creating practical barriers
Lack of explicit mandatory exclusion grounds
No explicit green procurement or innovation focus

Recommendations

1. Ensure all tender documents are accessible and downloadable for all potential bidders.
2. Immediately publish clear and objective evaluation criteria to ensure transparency and fairness.
3. Implement electronic submission capabilities to streamline the process and enhance equal access.
