Tender Quality Score

This is a well-structured Preliminary Market Engagement (PME) notice, clearly defining its purpose to gather market input for a future "Hospital to Home" service, rather than being a formal tender. It excels in clarity and legal compliance for a PME, though it has some practical and sustainability limitations.

Score Breakdown

Legal Compliance90/100

The notice clearly identifies itself as a Preliminary Market Engagement, not a formal tender, which correctly exempts it from full tender legal requirements at this stage. The CPV code is appropriate, and the timeline for market input is reasonable.

Clarity95/100

The documentation is exceptionally clear in stating its purpose as a Preliminary Market Engagement, explicitly outlining what is required (market input via questionnaire) and what is not (no bidding requirements, no evaluation criteria at this stage).

Completeness85/100

All essential information for a Preliminary Market Engagement is provided, including the future contract's estimated value, duration, and start date. Relevant documents are available.

Fairness80/100

The PME encourages participation from SMEs and VCSEs, and the requirements for providing input are generic, ensuring broad access. The estimated value is disclosed. However, the lack of explicit e-submission support for the questionnaire could be a minor barrier to equal access.

Lack of explicit e-submission support for questionnaire
Practicality65/100

While key contract dates are provided, the absence of explicit electronic submission support for the questionnaire, as flagged by automated checks, presents a practical limitation for potential participants.

No explicit electronic submission support for questionnaire
Data Consistency75/100

The data is largely consistent, with the "Type: None" and "Procedure: None" accurately reflecting a PME. However, the metadata stating "Value Classified: Yes" contradicts the clear disclosure of the estimated value in the description and documents.

Contradiction between 'Value Classified: Yes' metadata and disclosed estimated value
Sustainability40/100

The PME does not explicitly incorporate green procurement, innovation, or specific social clauses for future suppliers, beyond the inherent social nature of the service and the encouragement of VCSE participation.

Absence of explicit green procurement criteria
Absence of explicit innovation focus

Strengths

Clear definition as a Preliminary Market Engagement
Comprehensive description of the future service
Encouragement of SMEs and VCSEs
Disclosure of future contract estimated value and timeline
Appropriate CPV classification

Concerns

Lack of explicit electronic submission support for market input
Absence of explicit sustainability (green, innovation) criteria
Inconsistency in metadata regarding value classification
No specific social criteria for suppliers beyond encouraging VCSEs

Recommendations

1. Implement a clear electronic submission portal for market engagement questionnaires to enhance accessibility.
2. Consider incorporating explicit sustainability, social, and innovation criteria into the design of the future tender.
3. Ensure metadata consistency, especially regarding value disclosure.
