Tender Quality Score

This is a well-structured Preliminary Market Engagement (PME) notice, clearly outlining its purpose to gather market feedback for a future Biodiversity Net Gain (BNG) project. While some structured fields are empty, the textual description compensates effectively.

Score Breakdown

Legal Compliance75/100

The notice clearly states it is a request for information (PME) and not a call for competition, which aligns with legal requirements for market engagement. CPV codes are appropriate, and there are no disputes. The empty 'Type' and 'Procedure' fields in the structured data are minor omissions for a PME.

Formal 'Type' and 'Procedure' fields are empty in structured data.
Clarity80/100

The description is highly clear and unambiguous, explicitly defining the purpose, scope (BNG units, Cornwall), and the nature of the notice (PME, not a competition). Requirements for participation in the PME are well-documented and understandable.

Completeness70/100

All basic information, estimated value, duration, and contract start date are provided. Documents are attached, and the questionnaire link is available. While evaluation criteria are absent, this is expected for a PME. The 'Type' and 'Procedure' fields are not populated.

Formal 'Type' and 'Procedure' fields are empty in structured data.
'Liable Person' field is empty.
Fairness85/100

The PME demonstrates good fairness by providing full document access, disclosing the estimated value, and offering a reasonable timeframe for market feedback via an online questionnaire. Requirements are generic for market capacity assessment, not tailored.

Practicality65/100

Electronic submission for the PME is supported via a Microsoft Forms link. Key practical details like contract start date, duration, and financing are available. A direct URL for the overall tender notice/documents is not explicitly provided in the basic info, though documents are listed.

No direct URL for the full tender notice/documents in the basic information.
Data Consistency90/100

Data is largely consistent, with logical dates and no disputes. The main inconsistencies are the unpopulated 'Type', 'Procedure', and 'Liable Person' fields, which are clarified by the descriptive text.

Formal 'Type' and 'Procedure' fields are empty in structured data.
'Liable Person' field is empty.
Sustainability50/100

The core subject of the PME is Biodiversity Net Gain (BNG), making it inherently focused on environmental sustainability. However, explicit social aspects or innovation focus are not mentioned.

No explicit social criteria mentioned.
No explicit innovation focus mentioned.

Strengths

Clear purpose as a Preliminary Market Engagement (PME).
Strong focus on environmental sustainability (Biodiversity Net Gain).
Estimated value, duration, and contract start date provided for future contract.

Concerns

Formal 'Type' and 'Procedure' fields are empty in structured data.
