Tender Quality Score

This tender presents a clear project description but suffers from the unavailability of essential documents, ambiguities in legal requirements, and a lack of e-submission, which collectively diminish its overall quality and fairness.

Score Breakdown

Legal Compliance70/100

The tender clearly defines the procedure type and CPV codes, and there are no disputes. However, the absence of explicit mandatory exclusion grounds and detailed eligibility requirements (beyond 'suitable contractor') is a significant legal oversight that could lead to challenges or lack of clarity for bidders.

No explicit mandatory exclusion grounds
No explicit eligibility requirements beyond 'suitable contractor'
Clarity65/100

The project description is clear and detailed, including site information. However, the contradiction regarding the presence of evaluation criteria and the unavailability of essential technical documents (Employer's Requirements A-10953 and topological survey A-10959) create significant ambiguity and hinder a clear understanding of the full scope and requirements.

Contradiction regarding evaluation criteria (A-10952 summary vs. Issues/Flags)
Essential technical documents (A-10953, A-10959) are unavailable/missing
Completeness55/100

Basic information, deadlines, value, and duration are provided. However, the tender is significantly incomplete due to the unavailability of critical documents like the Employer's Requirements (A-10953) and the topological survey (A-10959). Furthermore, explicit mandatory exclusion and eligibility criteria are missing from the provided information.

Critical documents A-10953 (Employer's Requirements) and A-10959 (Topological Survey) are unavailable/missing
No explicit mandatory exclusion grounds or eligibility requirements
Fairness60/100

The tender value is disclosed, and requirements appear generic. However, the lack of e-submission creates a barrier to equal access, and the unavailability of essential documents (A-10953, A-10959) prevents all bidders from having full and equal access to necessary information for bid preparation. The in-person presentation, while common, adds a logistical hurdle.

No e-submission
Critical documents (A-10953, A-10959) are unavailable/missing
Practicality50/100

The contract start date and duration are clear, and financing information is available. However, the absence of electronic submission is a major practical drawback. The unavailability of the topological survey (A-10959) also poses a significant practical challenge for contractors in preparing an accurate design and bid.

No e-submission
Critical document (A-10959 topological survey) is missing/unavailable
Data Consistency75/100

Most key fields are populated, and dates are logical. However, there is a minor discrepancy between the estimated EUR value and the GBP budget. More significantly, there is a direct contradiction regarding the presence of evaluation criteria, and A-10953 is described as essential but marked as 'Required: No' and unavailable.

Discrepancy between EUR estimated value and GBP budget
Contradiction regarding evaluation criteria
Sustainability30/100

The tender does not explicitly incorporate any green procurement, social aspects, or innovation focus. While a 'Wow' factor is mentioned, it is too vague to be considered a clear innovation criterion.

No explicit green, social, or innovation criteria

Strengths

Concerns

Missing critical legal requirements (mandatory exclusion/eligibility grounds)
Unavailability of essential technical documents (Employer's Requirements A-10953, Topological Survey A-10959)
Contradiction regarding the presence/accessibility of evaluation criteria
Lack of electronic submission option
No explicit sustainability, social, or innovation criteria
