Original Tender Description

It is proposed to replace the majority of the PSTN units with new IP-based help points or with existing TVMs retrofitted with help point technology and features. TVMs are all networked devices. The majority of new help points will be connected to the Northern Wide Area Network (WAN) using existing station broadband as part of this scheme. Where it is not possible to replace with IP devices, the help points will be replaced with modern technology GSM units. PSTN help points will be upgraded on a like for like basis using one of the two methods outlined above. This will enable works to progress as maintenance style upgrades without the requirement for design or Network Rail consents and achieve an accelerated delivery programme for completion ahead of PSTN switch off. Contractor is to provide station upgrades and provide Help Point replacements at the locations below: Althorpe, Ashton-under-Lyne, Brinnington, Bryn, Buckshaw Parkway, Crossflatts, Davenport, East Disbury, Gatley, Greenfield, Guide Bridge, Hadfield, Headingley, Heald Green, Levenshulme, Low Moor, Manchester Oxford Road, Marple, Mauldeth Road, Morpeth, Mossley, New Mills Central, New Pudsey, Reddish North, Romiley, Rose Hill, Swinton (Manchester), Thorne North, Westhoughton, Woodhouse For more information about this opportunity, please visit the Delta eSourcing portal at: https://www.delta-esourcing.com/tenders/UK-UK-York:-Construction-work./AQ5ZXATR33 To respond to this opportunity, please click here: https://www.delta-esourcing.com/respond/AQ5ZXATR33

Tender Quality Score

This tender for the Help Point Replacement Project is generally well-structured with clear technical requirements and a defined scope. However, it lacks explicit evaluation criteria and details on sustainability aspects.

Score Breakdown

Legal Compliance75/100

The tender appears to comply with general procurement regulations for below-threshold open competitions. The CPV code is appropriate, and there are no immediate indications of disputes. Deadlines are provided, though the submission deadline might be considered tight given the project's scope. The absence of a reveal date for submissions is a minor procedural oversight.

Missing reveal date for submissions.
Clarity80/100

The description of the project, including the technical approach for replacing PSTN units with IP-based or GSM solutions, is clear. The list of locations is specific, and the AI-extracted requirements accurately reflect the technical capabilities needed. However, the absence of specified evaluation criteria leaves bidders uncertain about how their proposals will be assessed.

No evaluation criteria specified.
Completeness70/100

Most basic information is present, including title, reference, organization, estimated value, and contract duration. The description is detailed, and the AI-extracted requirements are helpful. However, the tender documents themselves are not accessible or summarized, which is a significant gap in completeness.

No document content available/summarized.
Fairness85/100

The tender is an open competition, and the estimated value is disclosed. The use of an e-sourcing portal for submission and information access promotes fairness. The technical requirements are objective and based on the project's needs, with no apparent tailoring to specific companies. The deadlines appear reasonable for the scope, although the submission deadline could be tighter.

Practicality65/100

The tender utilizes an e-sourcing portal for responses and information, which is practical. The contract start date and duration are specified. However, the 'Issues' section notes 'No e-submission', which contradicts the provided links to the Delta eSourcing portal for responding. This inconsistency needs clarification. Financing information is not explicitly detailed.

Contradiction regarding e-submission availability.
Financing information not explicitly detailed.
Data Consistency90/100

Key fields such as title, reference, organization, value, and deadlines are populated. The contract duration and start date are logical. There are no indications of suspension or disputes. The dates provided are consistent within the tender information.

Sustainability50/100

The tender does not explicitly mention any green procurement, social aspects, or innovation focus. It is also not indicated as EU funded. This suggests a lack of emphasis on sustainability criteria.

No explicit mention of green procurement.
No explicit mention of social criteria.

Strengths

Clear technical description and scope.
Open competition procedure.
Use of e-sourcing portal for access and response.
Specific list of project locations provided.

Concerns

Missing evaluation criteria.
Inaccessible or unsummarized tender documents.
Potential contradiction regarding e-submission availability.
Lack of explicit sustainability considerations.

Recommendations

1. Specify clear evaluation criteria to guide bidders.
2. Provide access to or summaries of all tender documents.
3. Clarify the e-submission process and ensure consistency.
