Tender Quality Score

This tender for marine buoys exhibits significant deficiencies in clarity, completeness, and fairness due to the absence of explicit evaluation criteria and key eligibility, exclusion, and financial requirements. While practical aspects like e-submission and clear timelines are present, the lack of fundamental tender information poses substantial risks to competitive bidding and legal compliance.

Score Breakdown

Legal Compliance50/100

The tender defines the procedure type and CPV codes, and deadlines are reasonable. However, the AI-extracted information indicates a lack of identified mandatory exclusion grounds and eligibility requirements, which are fundamental legal components of any tender. The missing 'Liable Person' and 'Procedure Code' are also minor compliance gaps.

No specific mandatory exclusion grounds identified (per AI)
No specific eligibility requirements identified (per AI)
Clarity40/100

The description of the required buoys and their purpose is clear. However, the tender significantly lacks clarity regarding evaluation criteria, and the AI could not identify specific mandatory exclusion, eligibility, or financial requirements, leaving bidders uncertain about the full scope of qualification and assessment.

No evaluation criteria specified
No specific mandatory exclusion grounds identified (per AI)
Completeness45/100

Basic information such as title, organization, value, and deadlines are provided. However, critical elements like evaluation criteria, explicit mandatory exclusion/eligibility/financial requirements, the 'Liable Person', and the 'Procedure Code' are missing from the provided tender summary and AI extraction, indicating significant incompleteness.

Missing evaluation criteria
No specific mandatory exclusion grounds identified (per AI)
Fairness40/100

Document access is provided via a portal, the value is disclosed, and e-procurement is enabled. The technical requirements do not appear tailored. However, the complete absence of specified evaluation criteria is a major fairness concern, as bidders cannot understand the basis for award, undermining transparency and equal treatment.

Missing evaluation criteria
Practicality85/100

Electronic submission is clearly supported via the Delta eSourcing portal, and direct URLs are provided. The contract start date and duration are clearly specified. The 1-month contract duration for supply is short but explicitly stated.

Data Consistency75/100

Most key fields are populated, and dates are logical. There are no disputes or suspensions. However, there is an inconsistency in the estimated value/currency between the basic information (204,000.00 EUR) and a document summary (£170,000). Missing 'Liable Person' and 'Procedure Code' also contribute to minor inconsistencies.

Inconsistent estimated value/currency between basic info and document summary
Missing 'Liable Person'
Sustainability20/100

The tender does not include any specific criteria or mentions related to green procurement, social aspects, or innovation. It is also not explicitly EU funded, which often correlates with higher sustainability standards.
