Original Tender Description

The British Business Bank is exploring the market for an enterprise grade portfolio management system which meets the needs of the Bank when acting as both a Limited Partner (LP) and General Partner (GP). The solution will be required to service an existing equity portfolio of investments and be sufficiently scalable to support the deployment of an additional £4.5bn of capital in line with the Government's Industrial Strategy and the Bank's Five Year Strategic Plan. The product will require a robust, scalable, and configurable system capable of managing the entire investment lifecycle - deal flow, KYC, capital calls and distributions, valuations, investment book of record, accounting book of record, financial risk rating, sector and regional analysis, portfolio look through capability for our fund programmes and reporting. The purpose of this premarket engagement is to gather information from potential suppliers on available solutions, understand market trends and best practice and to understand their pricing models. This is not a formal procurement but an opportunity to inform our future requirements and procurement strategy. We welcome input from suppliers on solution capabilities, implementation timelines, potential risks, and commercial models. Completion of the questionnaire will be the basis of this pre-market engagement. This notice will be kept open until February 20th 2026 at 23:00, please ensure that your questionnaire is completed and submitted via Delta by this time, February 20th 2026 at 23:00. A copy of the questionnaire is available via the following link: https://www.delta-esourcing.com/respond/485QFS2P6Y Following completion and submission of the questionnaire BBB may ask suppliers to provide a demonstration of their system. Tender Quality Score

This pre-market engagement notice from the British Business Bank is well-structured and clear in its intent to gather market information for an enterprise-grade portfolio management system, though it has minor formal data inconsistencies.

Score Breakdown

Legal Compliance75/100

The tender clearly defines its purpose as a pre-market engagement, not a formal procurement, which aligns with its status. CPV codes are appropriately assigned. However, the 'Type' and 'Procedure' fields are listed as 'None' in the basic information, which is a formal inconsistency, even if the description clarifies the intent. No disputes or suspensions are noted.

Formal 'Type' and 'Procedure' fields are empty despite clear description.
Clarity80/100

The description is exceptionally clear, detailing the purpose of the pre-market engagement and the extensive functional requirements for the portfolio management system. AI-extracted requirements are comprehensive and easy to understand. The absence of evaluation criteria is appropriate for a market sounding exercise.

Completeness70/100

Most essential information, such as title, organization, reference, deadlines, duration, and location, is provided. Requirements are well-defined. The estimated value is classified, which is acceptable for a pre-market engagement. However, the empty 'Type' and 'Procedure' fields in the basic info represent minor gaps in structured data completeness.

Formal 'Type' and 'Procedure' fields are empty.
'Liable Person' field is empty.
Fairness85/100

Full document access and electronic submission via Delta eSourcing are supported, promoting equal access. The requirements, while detailed, appear to be functional specifications for a complex system rather than tailored to a specific company. The classified value is understandable for a pre-market stage.

Practicality75/100

Electronic submission is clearly supported, and direct URLs for the questionnaire and portal are provided. The contract start date and duration are specified. While the estimated value is classified, the overall practical aspects for suppliers to engage are good.

Estimated value is classified, limiting supplier insight into potential contract scale.
Data Consistency80/100

Dates are logical and consistent. There are no noted suspensions or disputes. However, the 'Liable Person' field is empty, and the 'Type' and 'Procedure' fields are marked 'None' despite the clear textual description of a pre-market engagement, indicating minor inconsistencies in structured data.

'Liable Person' field is empty.
'Type' and 'Procedure' fields are marked 'None' despite textual clarity.

There is no explicit mention of green procurement, social aspects, or innovation focus within the tender documentation. This is common for IT system procurements and pre-market engagements, but it represents an area for potential future enhancement.

No explicit sustainability criteria.
No explicit social aspects.

Strengths

Clear and comprehensive description of the pre-market engagement's purpose and scope.
Detailed technical requirements for the portfolio management system.
Electronic submission supported via Delta eSourcing with direct links.
Good data consistency for key dates and references.
Requirements appear functional and not tailored to a specific vendor.

Concerns

Formal 'Type' and 'Procedure' fields are empty in the basic information.
Estimated value is classified, limiting supplier insight.
No explicit mention of sustainability, social, or innovation criteria.
'Liable Person' field is empty.
Lack of formal evaluation criteria (though expected for pre-market engagement).

Recommendations

1. Populate all structured data fields, including 'Type,' 'Procedure,' and 'Liable Person,' to enhance data quality and formal consistency.
2. Consider providing an estimated value range, even if broad, in future formal procurements to aid supplier planning.
3. Integrate sustainability, social, or innovation considerations into future formal procurement stages, where applicable.
