Tender Quality Score

This tender for a Technology Enabled Care (TEC) Monitoring Service is generally well-described with clear requirements, but critically lacks explicit evaluation criteria, which significantly impacts legal compliance, clarity, and fairness.

Score Breakdown

Legal Compliance65/100

The tender defines the procedure and CPV codes correctly, and no disputes are noted. However, the absence of a reveal date and, more significantly, the lack of specified evaluation criteria are major legal compliance shortcomings, undermining transparency and equal treatment.

Missing reveal date
No evaluation criteria specified
Clarity65/100

The service description and AI-extracted requirements are clear and unambiguous. However, the critical absence of evaluation criteria makes it difficult for bidders to understand how their proposals will be assessed, significantly reducing overall clarity regarding the desired outcome.

Missing evaluation criteria
Completeness60/100

Basic information, financial details, and contract timeline are provided, and documents are listed. Nevertheless, the tender is incomplete due to the crucial omission of evaluation criteria, which are fundamental for a comprehensive procurement package.

Missing evaluation criteria
Fairness60/100

Document access is facilitated via a portal, the estimated value is disclosed, and requirements appear generic, not tailored. However, the lack of transparent evaluation criteria severely undermines fairness by preventing equal understanding of the assessment process and introducing potential for arbitrary decisions.

No evaluation criteria specified
Practicality65/100

Electronic submission is indicated via the eTenderWales portal, and key dates like contract start and duration are clear. The absence of a direct document URL in the provided text and a contradiction with automated checks on e-submission are minor practical concerns.

No direct document URL provided in text
Automated check contradicts e-submission status
Data Consistency90/100

Key dates and status are consistent, and no disputes are present. Minor inconsistencies include missing codes for the procedure type and an empty 'Liable Person' field, but these do not impact core data integrity.

Missing procedure type codes
Liable Person field is empty
Sustainability50/100

The service inherently addresses significant social aspects by supporting vulnerable individuals to live independently, aligning with social sustainability goals. However, the tender does not explicitly include green procurement or innovation-focused criteria.

Not green procurement
No innovation focus

Strengths

Concerns

Recommendations
