This tender, currently in a planning stage, provides a clear scope of work but suffers from significant omissions regarding procurement procedure, evaluation criteria, and electronic submission, impacting its overall quality and fairness.

Score Breakdown

Legal Compliance65/100

The tender indicates an intent to use PCR2015 or PA2023 frameworks, which is positive for compliance. However, the specific procedure type is undefined, and mandatory exclusion grounds are not explicitly mentioned, which are notable gaps for legal adherence.

Undefined procurement procedure type
No explicit mention of mandatory exclusion grounds
Clarity55/100

The description of services and AI-extracted requirements are clear and detailed. However, the complete absence of specified evaluation criteria is a major deficiency that severely impacts the clarity for potential bidders.

Missing evaluation criteria
General rather than detailed performance conditions
Completeness60/100

Basic information, value, duration, and location are provided. However, critical elements such as the specific procedure type and, most importantly, evaluation criteria are missing, reducing the completeness of the notice.

Missing evaluation criteria

Missing evaluation criteria

Practicality40/100

The most significant practicality issue is the stated lack of electronic submission, which is a major barrier in modern procurement. While other practical details like contract start and duration are present, this omission is critical.

No electronic submission capability
