Tender Quality Score

This tender provides clear details on the scope of works and practical aspects, but suffers from significant omissions regarding evaluation criteria and the direct provision of full tender documentation. The inclusion of an irrelevant document further detracts from its quality.

Score Breakdown

Legal Compliance65/100

The procedure type and CPV code are clearly defined, and no disputes are indicated. However, the provided text lacks explicit mandatory exclusion grounds and financial requirements, deferring them to an external portal. A significant flaw is the inclusion of an irrelevant 'Tender Notice' document in the provided package.

Mandatory exclusion grounds not explicitly stated in provided text
Financial requirements not explicitly stated in provided text
Clarity55/100

The description of works and technical requirements are clear and detailed. However, the critical absence of specified evaluation criteria is a major clarity issue. The characteristic 'Divided into Parts' is mentioned but not explained, leading to ambiguity.

No evaluation criteria specified
'Divided into Parts' characteristic is not explained
Completeness50/100

Basic information, deadlines, value, duration, and location are present. However, the provided content is severely incomplete as actual tender documents (specifications, full terms) are not directly attached, relying solely on external links. Mandatory exclusion grounds, financial requirements, and evaluation criteria are also missing from the provided text.

Full tender documentation not directly provided in content
Mandatory exclusion grounds not defined in provided text
Fairness50/100

The estimated value is disclosed, e-procurement is enabled, and technical requirements appear generic. However, the critical absence of evaluation criteria significantly impacts transparency and fairness, as bidders cannot understand the basis of award. The reliance on external links for full documents also affects direct access.

No evaluation criteria specified, impacting transparency
Full document access not directly provided in content
Practicality90/100

Electronic submission is supported via the Delta eSourcing portal, and direct URLs are provided. The contract start date, estimated value, and duration are all clearly specified, making it highly practical for potential bidders.

Data Consistency60/100

Most key fields are populated, and dates are logical. However, 'Liable Person', 'Type Code', and 'Procedure Code' are empty. The inclusion of a 'Tender Notice' document pertaining to a different contract is a significant data consistency issue within the provided package.

Missing 'Liable Person', 'Type Code', 'Procedure Code'
Irrelevant document included in tender package
Sustainability20/100

There is no explicit mention of green procurement, social aspects, or innovation focus within the tender information. The tender is also not EU funded, which often correlates with higher sustainability standards.

No green procurement criteria
No social aspects mentioned

Strengths

Clear and detailed description of required works
Electronic submission and external portal links provided for ease of access
Contract duration, start date, and estimated value are clearly specified
