Original Tender Description

****Preliminary Market Engagement Exercise**** The Business Services Organisation (BSO), Procurement and Logistic Service (PaLS), on behalf of the Northern Health and Social Care Trust (NHSCT), is conducting this Preliminary Market Engagement exercise to engage with suppliers interested in delivering this Service. The NHSCT plans to conduct a covered procurement for an Adolescent Support Service, offering direct support to adolescents aged 10–17 and their families who require responsive intervention when most needed. This Service aims to prevent family breakdown and the necessity of alternative care, helping to prevent the escalation of need and reduction of risk-taking behaviour, thereby reducing the requirement for higher-level statutory intervention. The purpose of this preliminary market engagement is to develop the NHSCT’s requirements and procurement approach; prepare the tender notice and associated documents; identify potential suppliers; and build supplier capacity for the prospective contract. The intended outcome is to raise market awareness of this upcoming procurement, gauge market interest, and gather feedback on NHSCT's proposals, plans, and requirements before a formal tender. Additionally, NHSCT seeks to understand the feasibility of service requirements, risks, social value initiatives, current market practices in Sustainability and Net Zero, and cybersecurity. Information gathered will clarify and develop NHSCT's requirements, assess market capacity, and inform its procurement strategy. Interested parties bear their own costs; PaLS/NHSCT are not liable for any expenses or losses from this engagement. Note: Interest shown does not commit to procurement participation. Non-participation does not preclude participation in the formal tendering process. This procurement is governed by the Procurement Act 2023 and is classified as a Light Touch Service. There is no guarantee that a procurement exercise will be initiated.

Tender Quality Score

This is a well-structured Preliminary Market Engagement (PME) notice, clearly outlining its purpose and seeking valuable market feedback to shape a future adolescent support service procurement. While strong in clarity and data consistency, issues with document accessibility and the lack of e-submission slightly detract from its overall quality.

Score Breakdown

Legal Compliance75/100

The PME clearly defines its nature as a preliminary engagement and references the governing Procurement Act 2023, which is appropriate. The CPV code is correctly assigned. The absence of a formal procedure type is consistent with a PME. The 'missing reveal date' is a minor technical flag, as the publication itself serves as the reveal.

Clarity80/100

The description of the service, the purpose of the PME, and the type of feedback sought from the market are exceptionally clear and unambiguous. AI-extracted requirements accurately reflect the content. The absence of detailed evaluation criteria is expected at this preliminary stage, as the goal is to develop them.

Completeness70/100

Basic information, key timelines for the future contract, and the service scope are well-defined. However, the failure to download two of the four listed documents significantly impacts the completeness of accessible information. The classified value is acceptable for a PME, as it aims to gather unbiased market input.

•Two listed documents failed to download, limiting access to full information.
Fairness85/100

The PME itself is a mechanism to enhance fairness by engaging the market early and shaping requirements broadly, ensuring they are not tailored. The service description appears generic. However, the failed document downloads and the lack of e-submission are concerns for equal access and transparency.

•Two listed documents failed to download, potentially hindering equal access to information.
•Lack of e-submission capability may limit equal access for all interested parties.
Practicality65/100

The absence of electronic submission is a notable practical limitation, even for a PME, potentially increasing administrative burden for participants. While a contract start date and duration are known, specific financing details beyond 'not disclosed' are not available.

•No electronic submission (e-submission) is supported.
Data Consistency90/100

The provided data is highly consistent, with logical dates and no reported disputes or suspensions. Most relevant fields are populated, and the 'None' for procedure type is consistent with the preliminary nature of the notice.

Sustainability50/100

While not yet a formally 'green' or 'social' procurement, the PME explicitly seeks market input on 'Sustainability and Net Zero' and 'social value initiatives.' This demonstrates a strong intent to integrate these aspects into the future tender, which is a positive step.

•Not explicitly a green procurement at this stage.
•No specific innovation focus mentioned as a requirement yet.

Strengths

Clear and comprehensive description of the PME's purpose and future service scope.
Explicitly seeks market input on sustainability, Net Zero, and social value initiatives.
Well-defined timelines for the future contract and appropriate CPV classification.
Promotes fairness by engaging the market early to shape requirements.
High data consistency with logical dates and no disputes.

Concerns

Two of the four listed documents failed to download, limiting access to full information.
Lack of electronic submission (e-submission) capability.
Estimated value is not disclosed, though classified, which can impact market preparation.
No specific innovation focus is highlighted as a key area for market input.

Recommendations

1. Ensure all listed documents are accessible and downloadable to maintain transparency and equal access.
2. Implement e-submission capabilities for future market engagement and formal tender processes to enhance practicality and fairness.
3. Consider explicitly requesting market input on innovative approaches to service delivery during the PME.
