Original Tender Description

Cumberland Council is procuring a contract for the supply, delivery and installation of minor adaptive works to people's homes in the Cumberland Council area, which will be delivered following an assessment of need by either Cumberland Council or a local NHS Trust, or on a preventative basis. However, it should be noted that Cumberland Council remains the sole contracting authority for this contract. The council proposes to enter into the contract for an initial term of 12 months with the successful tenderer. There is one optional extension available of up to 12 months. It is up to the council whether or not to implement this optional extension. If the contract runs for the initial term only it will end on 18 April 2027. The contract value for the initial term is £384000 excluding VAT. If the council implements the one optional extension, the contract will end on 18 April 2028. The contract value for the initial term, the optional extension periods and the potential uplifts is £768000 excluding VAT. This figure is indicative only as the extension periods and uplifts are not guaranteed. If the council implements an extension or uplift, this will be confirmed with the successful supplier in advance. If the services to be provided are VAT exempt then VAT cannot be charged by the successful supplier. Tender Quality Score

This tender for minor adaptive works demonstrates good clarity in its description and practical submission methods, but suffers significantly from a lack of accessible tender documents and detailed evaluation criteria, impacting completeness and fairness.

Score Breakdown

Legal Compliance75/100

The tender clearly defines the 'Below threshold - open competition' procedure and assigns an appropriate CPV code. There are no reported disputes or suspensions. While the 'Tender Notice' document failed to download, the available information suggests compliance with national procurement regulations for this type of contract.

Tender Notice document failed to download, potentially obscuring full legal details.
Clarity65/100

The description of the works and contract structure is clear and unambiguous. AI-extracted requirements are understandable. However, a significant drawback is the absence of detailed evaluation criteria beyond a minimum quality score, which reduces transparency for bidders.

Lack of detailed evaluation criteria (only a minimum quality score is specified, not the full methodology or weighting).
Completeness40/100

Basic information such as title, reference, organization, deadlines, value, duration, and location are provided. Critically, however, key tender documents ('Tender Notice', 'OCDS Release Package') failed to download, and one document ('Official PDF Version') had an irrelevant summary, rendering the tender incomplete for a full assessment.

Key tender documents failed to download or were incorrectly summarized, making the full tender content inaccessible for analysis.
Missing 'Liable Person' and procedure/type codes.
Fairness50/100

The tender enables e-procurement via a free registration portal, and requirements appear generic. However, the lack of accessible tender documents and the absence of detailed, transparent evaluation criteria significantly undermine the fairness of the process for potential bidders.

Full document access is compromised due to failed downloads/incorrect summaries.
Evaluation criteria are not fully objective and transparent (only a minimum quality score is stated, not the complete evaluation framework).
Practicality80/100

Electronic submission is clearly supported via 'The Chest' portal, and a direct URL is provided. The contract start date and duration are well-defined, and financing information (estimated value) is available. This indicates a practical approach to tender management.

Data Consistency85/100

Most key fields are populated, and dates (submission, start, duration) are logical and consistent. The estimated value in EUR aligns reasonably with the maximum potential GBP contract value. Minor inconsistencies include empty fields for 'Liable Person' and procedure/type codes, and a missing reveal date.

Empty fields for 'Liable Person', 'Type Code', and 'Procedure Code'.
Missing reveal date.
Sustainability30/100

The tender does not explicitly incorporate green procurement criteria, social clauses (beyond the inherent social benefit of the service itself), or an innovation focus. It is not EU funded, which often correlates with higher sustainability standards.

No explicit green procurement criteria.
No specific social clauses for suppliers (beyond the service's inherent social benefit).

Strengths

Clear description of the scope of works and contract structure.
Electronic submission and dedicated procurement portal ('The Chest') are well-defined.
Key dates (submission, start, duration) and estimated value are clearly specified.
CPV code is appropriate for the services described.
Requirements appear generic and not tailored to a specific company.

Concerns

Critical failure in document processing/accessibility, rendering key tender documents unavailable for analysis.
Lack of detailed and transparent evaluation criteria beyond a minimum quality score.
Absence of explicit green, social, or innovation sustainability criteria.
Missing 'Liable Person' and procedure/type codes.

Recommendations

1. Ensure all tender documents are correctly uploaded, accessible, and accurately summarized for complete transparency.
2. Provide comprehensive and detailed evaluation criteria, including weighting and sub-criteria, to enhance clarity and fairness.
3. Consider integrating explicit sustainability criteria (environmental, social, innovation) into future tenders to align with best practices.
