Good

Tender Quality Score

This tender outlines a significant framework for major water infrastructure projects, demonstrating good basic information and clear technical requirements. However, it suffers from critical omissions in key tender documentation details and a significant data inconsistency.

Score Breakdown

Legal Compliance75/100

The tender defines the procedure type and CPV code clearly, and the submission period is ample. However, the provided summary explicitly states that mandatory exclusion grounds, eligibility, and financial requirements are not detailed, which are crucial for legal compliance assessment by bidders.

Mandatory exclusion grounds not explicitly provided in summary
Eligibility requirements not explicitly provided in summary
Clarity60/100

The project description and technical capability requirements are clear. Nevertheless, the absence of specified evaluation criteria and the explicit lack of detail for mandatory exclusion, eligibility, and financial requirements in the provided summary significantly reduce the overall clarity for potential bidders.

No evaluation criteria specified
Mandatory exclusion grounds not explicitly provided in summary
Completeness65/100

While basic information, deadlines, value, and duration are present, the tender summary is incomplete regarding critical aspects such as mandatory exclusion grounds, eligibility, financial requirements, and evaluation criteria. This necessitates bidders to seek full documents for fundamental information.

Missing evaluation criteria
Mandatory exclusion grounds not explicitly provided in summary
Fairness55/100

The tender supports e-procurement and the requirements appear generic, not tailored. However, the complete absence of evaluation criteria is a major transparency issue, severely impacting fairness as bidders cannot understand how their proposals will be judged. The limit of 'up to 2 bidding entities' is restrictive but not necessarily unfair for complex, high-value frameworks.

No evaluation criteria specified, impacting transparency and objectivity
Practicality60/100

Electronic submission is supported, and the contract duration is clear. However, the contract start date being identical to the submission deadline is highly impractical and indicates a significant data entry error, which could cause confusion.

Contract start date is identical to the submission deadline, which is illogical
Data Consistency65/100

The most significant inconsistency is the contract start date being identical to the submission deadline. There's also a minor discrepancy in submission deadlines between basic info and AI-extracted requirements. Furthermore, key fields like mandatory exclusion, eligibility, and financial requirements are explicitly noted as missing from the provided summary.

Contract start date is identical to the submission deadline
Minor discrepancy in submission deadlines (basic info vs. AI-extracted)
Sustainability20/100

The tender provides no indication of green procurement, social aspects, or innovation focus. For a major framework of this scale and value, the complete absence of sustainability considerations is a significant missed opportunity and a weakness.

No green procurement criteria
No social criteria

Strengths

Clear description of project scope and technical capabilities
Estimated value is disclosed and not classified
Electronic submission is supported via a dedicated e-tendering system
Ample submission period (over 5 months)
CPV code is appropriately assigned

Concerns

Critical absence of evaluation criteria
Mandatory exclusion, eligibility, and financial requirements are not explicitly detailed in the provided summary
Illogical contract start date (identical to submission deadline)
Complete lack of sustainability, social, or innovation considerations
Limited to 'up to 2 bidding entities' for a very large framework, potentially limiting competition

Recommendations

1. Ensure all mandatory exclusion grounds, eligibility, financial requirements, and detailed evaluation criteria are clearly published and easily accessible within the full tender documentation.
2. Correct the contract start date to reflect a realistic timeline after the submission and evaluation process.
3. Integrate sustainability, social value, and innovation criteria into the tender to align with modern procurement best practices for major projects.
