Tender Quality Score

This tender provides a clear service description but suffers from significant omissions in critical areas such as evaluation criteria and detailed mandatory requirements, compounded by the unavailability of full document content for analysis. These issues raise concerns regarding transparency and fairness for potential bidders.

Score Breakdown

Legal Compliance60/100

The tender defines the procedure type and CPV code correctly. However, the absence of a reveal date and, more critically, the explicit lack of detailed mandatory exclusion, eligibility, and financial requirements in the provided summary indicate potential non-compliance with standard procurement disclosure obligations if these are truly missing from the full documents.

Missing reveal date
Lack of detailed mandatory exclusion, eligibility, and financial requirements in the provided summary
Clarity50/100

The service description and technical requirements are clear and well-articulated. Nevertheless, the complete absence of evaluation criteria and the lack of detailed mandatory exclusion, eligibility, and financial requirements significantly diminish the overall clarity for bidders on how to prepare a compliant and competitive offer.

No evaluation criteria specified
Lack of detailed mandatory exclusion, eligibility, and financial requirements
Completeness40/100

While basic information, value, and duration are present, the tender is significantly incomplete due to the unavailability of content for the four attached documents. Furthermore, the critical absence of evaluation criteria and detailed mandatory exclusion, eligibility, and financial requirements from the provided information creates substantial gaps for bidders.

No document content available for analysis
Missing evaluation criteria
Fairness50/100

The lack of specified evaluation criteria is a major fairness concern, as bidders cannot understand the basis of assessment. The absence of an e-submission facility and the unavailability of full document content for analysis also hinder equal access and transparency. The specific service requirements (women-only, women staffing) appear justified for the target group and not tailored to a specific company.

No evaluation criteria specified
No e-submission facility
Practicality60/100

The tender specifies key dates like contract start and duration. However, the absence of an e-submission option and a direct document URL creates practical hurdles for potential bidders in accessing information and submitting proposals efficiently.

No e-submission facility
No document URL provided
Data Consistency80/100

Most key fields are populated, and dates are logically consistent. However, minor data gaps exist, such as the missing 'Liable Person' and 'Code' fields for Type/Procedure, and the absence of a reveal date.

Missing 'Liable Person' field
Missing 'Code' fields for Type/Procedure
Sustainability70/100

The tender inherently addresses significant social aspects by commissioning a mental health supported living service for women with high needs, focusing on gender and trauma-responsive delivery. However, it lacks explicit mention of green procurement initiatives or innovation focus.

No explicit green procurement focus
No explicit innovation focus

Strengths

Clear and detailed service description
Well-defined technical requirements directly linked to the service
Strong social focus inherent in the service nature
Clear financial value, duration, and contract start date
Procedure type and CPV code are correctly assigned

Concerns

Absence of evaluation criteria
Lack of detailed mandatory exclusion, eligibility, and financial requirements in the summary
No content available for the attached tender documents
No e-submission facility
Missing reveal date and other minor data gaps

Recommendations

1. Publish full tender documents with all mandatory sections (exclusion, eligibility, financial, evaluation criteria) clearly defined.
2. Implement an e-submission platform for improved accessibility and efficiency.
3. Ensure all metadata fields, including reveal date and liable person, are fully populated.
