This tender offers a good foundation with clear objectives and a substantial estimated value, but lacks specific details on evaluation criteria and document content, impacting completeness and practicality.

Score Breakdown

Legal Compliance75/100

The tender adheres to general legal compliance by specifying an open procedure and providing a CPV code. Deadlines appear reasonable given the contract duration. However, the absence of a reveal date and explicit mention of dispute resolution mechanisms are minor omissions.

Clarity80/100

The description of the Independent Technical Adviser role and its objectives is clear. The AI-extracted requirements indicate that detailed information is available in the ITT document, suggesting good clarity once accessed. However, the lack of specified evaluation criteria directly within the tender notice reduces immediate clarity.

Missing evaluation criteria
Completeness70/100

Basic information such as title, reference, organization, estimated value, and deadlines are present. The contract duration and start date are also specified. However, the critical issue of having no document content available and requirements being deferred to the ITT document significantly impacts completeness.

No document content available
Requirements deferred to ITT document
Fairness85/100

The tender is an open procedure, which promotes fairness. The estimated value is disclosed, and the criteria for selection are expected to be objective, though not explicitly detailed here. The lack of specific company tailoring is positive. Access to full documentation is implied via the ITT.

Practicality65/100

The tender specifies a contract start date and duration. However, the absence of information regarding e-submission and the lack of direct document content within the notice reduce practicality for initial assessment. Financing information is not explicitly detailed.

No e-submission specified
No document content available
Data Consistency90/100

Key fields like title, reference, organization, value, and deadlines are populated logically. There are no reported disputes or suspensions. The dates provided are consistent and do not indicate any immediate logical conflicts.

Sustainability50/100

The tender does not explicitly mention green procurement, social aspects, or innovation. It is also not indicated as EU funded, which limits the sustainability score. These aspects are not detailed in the provided information.

Not green procurement
No social criteria
