Tender Quality Score

This tender provides clear service requirements but is significantly hampered by the complete absence of evaluation criteria and lack of electronic submission, raising concerns about fairness, transparency, and practicality.

Score Breakdown

Legal Compliance70/100

The tender defines the procedure type and CPV code appropriately for a below-threshold open competition. However, the critical absence of explicit evaluation criteria and mandatory exclusion grounds poses a significant risk to legal compliance regarding transparency and equal treatment.

Absence of explicit evaluation criteria
Lack of explicit mandatory exclusion grounds
Clarity60/100

The description of services, required accreditations, and monthly technical requirements is commendably clear and unambiguous. However, the complete lack of specified evaluation criteria is a major clarity flaw, preventing bidders from understanding how their proposals will be assessed.

No evaluation criteria specified
Completeness65/100

Basic information, value, duration, and detailed service requirements are provided. Nevertheless, the tender is incomplete due to the absence of evaluation criteria, explicit financial requirements, mandatory exclusion grounds, and details on how the tender is 'Divided into Parts'.

Missing evaluation criteria
No explicit financial requirements mentioned
Fairness50/100

The estimated value is disclosed, and accreditations, while specific, are industry standards rather than tailored. However, the complete absence of evaluation criteria severely compromises fairness and transparency. The lack of electronic submission also creates barriers to equal access for potential bidders.

No evaluation criteria specified
No electronic submission supported
Practicality60/100

The contract start date and duration are clearly specified. A significant practical drawback is the stated lack of electronic submission, which is a standard expectation in modern procurement. The absence of a direct document URL (if not embedded in the platform) also slightly impacts practicality.

No electronic submission supported
Document URL not explicitly provided (assuming platform access)
Data Consistency80/100

Most key fields are populated, and dates are logical and consistent. There are no reported disputes or suspensions. Minor omissions include the 'Liable Person' field and procedure codes, but these do not impact overall data consistency significantly.

Liable Person field is empty
Procedure type code is empty
Sustainability30/100

The tender shows no explicit integration of green procurement principles, social aspects, or innovation focus. This represents a missed opportunity to align with broader sustainability goals in public procurement.

No green procurement aspects
No social criteria

Strengths

Clear and detailed service description and technical requirements
Specific industry accreditations (ISO 18436, ISO 20283-4) clearly stated
All basic tender information (title, reference, organization, value, duration, CPV) is provided
No disputes or suspensions reported

Concerns

Complete absence of evaluation criteria, severely impacting fairness and clarity
No electronic submission supported, hindering practicality and equal access
Lack of explicit mandatory exclusion grounds and financial requirements
No sustainability considerations (green, social, innovation)
Limited detail on how the tender is 'Divided into Parts'

Recommendations

1. Immediately publish comprehensive evaluation criteria to ensure transparency and fairness.
2. Implement electronic submission capabilities to modernize the procurement process and improve accessibility.
3. Clearly define mandatory exclusion grounds and any specific financial requirements for bidders.
